8、节约使用，保障能源安全，制定本办法。第二条在中华人民共和国境内从事天然气利用活动，应遵循本办法。国产天然气（包括常规气，页岩气、煤层气、致密气等非常规天然气，煤制气等）、进口天然气（包括进口管道气、进口液化天然气等）利用适用本办法。笫三条国家发展改革委、国家能源局负责全国天然气利用管理工作。各省（自治区、直辖市）发展改革委、能源局或省级政府指定的部门负责本行政区域夭然气利用管理工作。regions.第四条天然气利用坚持产供储销体系协同，供需均衡、有序发展；坚持因地制宜、分类施策，保民生、保重点、保发展；坚持绿色低碳，促进夭然气在新型能源体系建设中发挥积极作用。Artic1.e4Theuti1.

13、dandimprovingpeop1.es1.ivingstandards,andhasgoodeconomicandsocia1.benefits.Theprioritizedcategoryinc1.udesthefo1.1.owing:（一）城镇居民炊事,生活热水等用气：(1) Gasusedforcookingandhouseho1.dhotwaterofresidentsincitiesandtowns.（二）公共服务设施（幼儿园、学校、医院、民政部门认定的社会福利、救助机构，政府机关、职工食堂，宾馆酒店等住宿场所、餐饮场所、商场、写字楼，港口、码头、火车站、汽车客运站、机场等）用气

14、；(2) Gasusedforpub1.icservicefaci1.ities(kindergartens,schoo1.s,hospita1.s,socia1.we1.fareandre1.iefandassistanceinstitutionsdeterminedbycivi1.affairsdepartments,governmentorgans,emp1.oyeescanteens,hote1.sandotheraccommodationp1.aces,cateringp1.aces,shoppingma1.1.s,officebui1.dings,ports,docks,rai1.

15、waystations,busstations,andairports,amongothers).（三）集中式采暧用户（指中心城区、新区的中心地带）；(3) Centra1.heatingusers(referringtocentra1.urbanareas,andtheheart1.andofnewdistricts).（四）已纳入国家级规划计划，气源已落实、气价可承受地区按照“以气定改”已完成施工的农村清洁取暖项目（含居民炊事、生活热水等用气）；(4) Rura1.c1.eanheatingprojects(inc1.udinggasusedforcookingandhouseho1.dh

16、otwaterofresidents)whichhavebeeninc1.udedinthenationa1.p1.anningandtheconstructionofwhichhasbeencomp1.etedundertheprincip1.eofgas-basedconversioninareaswithguaranteedgassourcesandaffordab1.egasprices.（五）以天然气为燃料的可中断工业用户；(5) Interruptib1.eindustria1.usersthatusenatura1.gasasfue1.（六）气源落实、具有经济可持续性的天然气调峰

17、电站项目；(6) Natura1.gaspeak-shavingpowerp1.antsprojectsthathaveguaranteedgassourcesandareeconomica1.1.ysustainab1.e.（）天然气热电联产项目;(7) Projectsofheatandpowercogenerationwithnatura1.gas.(8) So1.artherma1.powergenerationprojects()带补燃的太阳能热发电项目;withsupp1.ementarycombustion.（九）天然气分布式能源项目（综合能源利用效率70%以上，包括与可再生能源

18、的综合利用、多能互补项目）；(9) Natura1.gasdistributedenergyprojects(withthecomprehensiveenergyuti1.izationefficiencyof70%ormore,inc1.udingprojectsofcomprehensiveuti1.izationofnatura1.gasandrenewab1.eenergyandba1.ancedenergymixprojects).（十）远洋运输、工程、公务船船以及开发、利用和保护海洋的海洋工程装备（含双燃料和单一液化天然气燃料），在内河、湖泊、沿海以液化天然气为单一燃料的运输、工程

19、、公务船舶及装备；(10) Oceanshipping,engineering,andofficia1.vesse1.sandthemarineengineeringequipmentforthedeve1.opment,uti1.izationandprotectionoftheocean(inc1.udingdua1.fue1.andsing1.e1.iquefiednatura1.gasfue1.),andtransportation,engineering,officia1.vesse1.sandequipmentwith1.iquefiednatura1.gasasasing1.ef

20、ue1.inin1.andrivers,1.akesandcoasta1.areas.（十一）以液化天然气为燃料的载货卡车、城际载客汽车、公交车等运输车辆；(11) Transportvehic1.essuchascargotrucks,intercitypassengervehic1.esandbusesfue1.edby1.iquefiednatura1.gas.（十二）油气电氢综合能源供应项目、终端天然气掺氢示范项目等高精尖天然气安全高效利用新业态。(12) Advanced,sophisticated,andcutting-edgenewbusinessformsofsafeandef

21、ficientuti1.izationofnatura1.gas,suchascomprehensiveenergysupp1.yprojectsinvo1.vingoi1.,gas,e1.ectricityandhydrogenandmode1.projectsoftermina1.hydrogen-b1.endednatura1.gas.第七条天然气利用限制类领域为不利于资源和能源节约，不利于产业结构优化升级，或存在低水平重复建设，应禁止新建（及已建产能不再扩建）的天然气利用方向。限制类包括：Artic1.e7Thefie1.doftherestrictedcategoryofnatura

23、uctionexists.Therestrictedcategoryinc1.udesthefo1.1.owing:（一）除第六条笫（四）项、第九条第（二）项之外的农村清洁取暖项目；(1) Rura1.c1.eanheatingprojectsotherthanthoseinsubparagraph(4)ofArtic1.e6andsubparagraph(2)ofArtic1.e9.（一）神东、陕北、黄陇、晋北、晋中、晋东、鲁西、两淮、冀中、河南、云贵、蒙东（东北）、宁东、新疆十四个大型煤炭基地建设基荷燃气发电项目；(2) Base-1.oadgas-firedpowergeneration

24、projectsin141.argecoa1.basesinShendong,northShaanxi,Huang1.ong,northShanxi,centra1.Shanxi,eastShanxi,westShandong,HuainanandHuaibei,centra1.Hebei1Henan,YunnanandGuizhou,EastMongo1.ia(northeastChina),Ningdong,andXinjiang.(3)Projectsofnatura1.gasasequipmentofproducedfrom（三）以天然气为原料生产甲醇及甲醇生产下游产品装置、以天然气代

25、煤制甲醇项目；methano1.productionwithrawmateria1.,projectsofdownstreamproductsmethano1.,andethano1.productionprojectsusingnatura1.gasin1.ieuofcoa1.（四）以甲烷为原料，一次产品包括乙快、氯甲烷等小宗碳一化工项目；(4) Sma1.1.C1chemica1.projectswithprimaryproductswhichusemethaneasrawmateria1.inc1.udingacety1.eneandch1.oromethane,amongothers.

26、（五）以天然气为原料的合成氨、氮肥项目，合成氨厂“煤改气”项目；(5) Syntheticammoniaandnitrogenferti1.izerprojectsusingnatura1.gasasrawmateria1.s,anducoa1.-to-gasprojectsofsyntheticammoniap1.ants.（六）除第九条第（六）项以外的新建天然气制氢项目。(6) Projectsofhydrogenproductionwithnatura1.gasotherthanthosespecifiedinsubparagraph(6)ofArtic1.e9.笫八条天然气利用禁止类为

27、不符合有关法律法规规定和产业结构调整指导目录，严重浪费天然气资源、不符合能源革命要求，需要采取政策措施予以淘汰的天然气利用方向。禁止类利用领域包括天然气常压间歇转化工艺制合成氨。Artic1.e8Theprohibitedcategoryofnatura1.gasuti1.izationisthedirectionofnatura1.gasuti1.izationwhichfai1.stocomp1.ywithre1.evant1.awsandregu1.ationsandtheCata1.ogueforGuidingIndustria1.Restructuring,serious1.ywas

28、tesnatura1.gasresources,fai1.stomeetenergyrevo1.utionrequirements,andmakesthee1.iminationofre1.evantprojectsthroughpo1.icymeasuresnecessary.Theprohibiteduti1.izationfie1.dinc1.udesproductionofsyntheticammoniabynatura1.gasatmosphericintermittentconversionprocess.笫九条在本办法优先类、限制类、禁止类之外，且符合国家有关法律、法规和政策规定

31、,competitiveadvantagesovera1.ternativeenergysourcesatpresentandforsometimetocomeandre1.ative1.ystab1.emarketsinthepermittedcategoryinc1.udesthefo1.1.owing:（一）城镇建成区已通气未实行集中式采暖的分户式采暖用户：(1) Househo1.d-basedheatingusersthatarenotsubjecttocentra1.izedheatsupp1.yinbui1.t-upareasincitiesandtownswhereheatin

32、ghasbeensupp1.ied.（一）已纳入国家级规划计划，气源已落实、气价可承受地区按照“以气定改”实施的新增农村清洁取暖项目；(2) Newrura1.c1.eanheatingprojectswhichhavebeeninc1.udedinthenationa1.p1.anningandareimp1.ementedundertheprincip1.eofgas-basedconversioninareaswithguaranteedgassourcesandaffordab1.egasprices.（三）建材、机电、轻纺、石化化工、冶金等工业领域中，环境效益和经济效益较好的天然气代

33、煤项目，天然气代油、代液化石油气项目，以夭然气为燃料的新建项目；(3) Projectsusingnatura1.gasin1.ieuofcoa1.,projectsusingnatura1.gasin1.ieuofoi1.and1.iquefiedpetro1.eumgas,andnew1.y-bui1.tprojectsusingnatura1.gasasfue1.withgoodenvironmenta1.andeconomicbenefitsintheindustria1.fie1.dsofbui1.dingmateria1.s,e1.ectromechanica1.,1.ightte

34、xti1.e,petrochemica1.s,andmeta1.1.urgy,amongothers.（四）城市中心城区的工业锅炉燃料天然气置换项目；(4) Projectsusingnatura1.gasin1.ieuofindustria1.boi1.erfue1.inthecentra1.areasofcitiesandtowns.（五）除第六条第（六）（七）（八）项，第七条第（二）项以外的天然气发电项目；(5) Natura1.gaspowergenerationprojectsotherthanthosespecifiedinsubparagraphs(6),(7)and(8)ofA

35、rtic1.e6andsubparagraph(2)ofArtic1.e7.（六）为炼油、化工企业加氢装置配套、为钢铁冷轧配套的天然气制氢项目。(6) Projectsofhydrogenproductionwithnatura1.gassupportinghydrogenationdevicesofoi1.refiningandchemica1.enterprisesandsupportingco1.dro1.1.ingofstee1.第十条提高天然气商品率，加强工业排放气回收。严控排空浪费。高含二氧化碳的天然气（二氧化碳含量20%以上）可根据其特点实施综合开发利用。加快天然气利用项目有关技

39、ng,amongothers,sha1.1.beensured;andboththesupp1.ierandusersinaprojecttowhichgashasbeeninsupp1.ysha1.1.imp1.ementthecontractguarantees.笫十二条对违反本办法第七条规定，限制类用气领域违规新建或已建产能扩建的天然气利用项目，项目主管机关不子审批（核准），并做好与备案管理的衔接，发现已备案项目存在上述情形的，应当及时告知企业予以纠正；已实施的应子以制止。Artic1.e12Foranynatura1.gasuti1.izationprojectintherestric

41、ationforma1.itiesfa1.1.sundertheabovecircumstances,theenterprisesha1.1.benotifiedinatime1.ymannertotakecorrectiveaction,andtheprojectthathasbeenimp1.ementedsha1.1.bestopped.第十三条对违反本办法第八条规定，禁止类用气领域未采取措施予以淘汰的，不予用气保障。Artic1.e13Wherenomeasureistakentoe1.iminateanyprojectintheprohibitedfie1.dinvio1.ation

42、oftheprovisionsofArtic1.e8oftheseMeasures,nogasuseguaranteesha1.1.beprovidedfortheproject.笫十四条天然气利用领域从业企业及经营主体有弄虚作假，误导、欺骗行为的，危害国家利益、社会公共利益或者侵害公民、法人、其他组织合法权益造成严重后果的，依法追究法律责任，构成犯罪的依法追究其刑事责任。Artic1.e14Whereanyenterpriseorbusinessentityengagedinthefie1.dofnatura1.gasuti1.izationpracticesfraudormis1.eads
