4、ulationisherebyformulatedinaccordancewiththeCivilAviationLawofthePeoplesRepublicofChina,theAdministrativePermissionLawofthePeoplesRepublicofChinaandotherlawsandadministrativeregulations,forthepurposeofstandardizingtheissuanceandadministrationofcivilaircraftmaintenancetrainingorganization(hereinafter

5、referredtoasMTO)certificatesandensuringthecontinuingairworthinessandflightsafetyofcivilaircrafts.为了规范民用航空器维修培训机构合格证的颁发和管理，保障民用航空器的持续适航和飞行安全，根据中华人民共和国民用航空法、中华人民共和国行政许可法等法律、行政法规，制定本规则Q147.2Applicability第147.2条适用范围Thisregulationisapplicabletothecertification,supervisionandadministrationofMTOsthatprovid

6、etrainingtopersonwhowantstoobtainthecivilaircraftmaintenancepersonnellicense(hereinafterreferredtoasAML)oritsaircrafttypeendorsements.本规则适用于为取得民用航空器维修人员执照（以下简称航空器维修人员执照）或者其机型签署提供培训的机构（以下简称维修培训机构）的合格审定及监督管理。147.3AdministrativeDepartment第147.3条管理机构TheCivilAviationAdministrationofChina(hereinafterrefer

7、redtoasCAAC)isresponsiblefortheunifiedadministrationoftheMaintenanceTrainingOrganizationCertificates(hereinafterreferredtoasMTOC),aswellasthe中国民用航空局（以下简称民航局）统一负责维修培训机构合格证管理，并负责国外维修培训机构的合格审定与监督管理。中国民用航空地区管理局(以 下简称民航地区管理局)负责 主要办公地点在本辖区内的国 内维修培训机构合格证的合格 审定和监督管理。第二章 维修培训机构合格证 的申请、颁发和管理certification,supe

8、rvisionandadministrationofforeignMTOs.TheRegionalAdministrationofCAAC(hereinafterreferredtoasCAACRA)isresponsibleforthecertification,supervisionandadministrationofthedomesticMTOswhosemainofficesarelocatedwithinitsjurisdiction.ChapterIlApplication,IssuanceandAdministrationofMTOC147.4TrainingCategorie

9、s第147.4条培训类别TheMTOCissuedunderthisregulationincludesthefollowingcategories:按本规则申请的维修培训机构合格证包括如下类别：(1)TrainingforAircraftMaintenancePersonnelLicense;(1)航空器维修人员执照培训；(2)Maintenancetrainingforaircrafttype;(2)机型维修培训;(3)MaintenanceTrainingforenginetype.(3)发动机型号培训。TrainingforAircraftMaintenancePersonnelLic

10、enseincludesturbineaircraft(TA)5turbinerotorcraft(TR),pistonaircraft(PA),pistonrotorcraft(PR)andotherratings,andthespecificlicenseratingshallbeindicatedontheMTOC.Thespecificmanufacturer,aircrafttypeandaircraftmodelshallbeindicatedontheMTOCforaircrafttypetrainingandenginetypetraining.TheMTOCforAircra

11、ftTypeTrainingshallindicatewhethertheEngineTypeTrainingisincludedornot.航空器维修人员执照培训包括涡轮飞机(TA)、涡轮旋翼机(TR)、活塞飞机(PA)、活塞旋翼机(PR)等类别，应当在合格证上注明具体执照类别。机型维修培训和发动机型号培训应当在合格证上注明具体的制造厂家、型号和系列限定。机型维修培训应当在合格证上注明是否包含发动机型号培训I。147.5ApplicationConditions第147.5条申请条件AnapplicantforanMTOCshallmeetthefollowingrequirements:维

12、修培训机构合格证申请人应当具备下列条件：(1)Theapplicantisalegalentityestablishedpursuanttothelaw;(1)申请人为依法设立的法人；(2)Theapplicantshallcomplywiththerequirementsoffacilities,equipment,personnel,syllabusandthemanagementmanualofMTOs(hereinafterreferredtoastheManagementManual)asstipulatedinChaptersIIIandIVofthisregulation;(2)

13、符合本规则第三章、第四章规定的设施设备、人员、教学大纲及维修培训机构管理手册(以下简称管理手册)等要求；(3)Ifapplicable,theForeignMTOshallholdanMTOCissuedbytheNationalAviationAuthorityofitsowncountry.(3)如适用，国外维修培训机构应当持有本国民航当局颁发的维修培训机构合格证书。147.6ApplicationDocuments第147.6条申请材料ToapplyforanMTOC,theapplicantshallsubmitthefollowingdocumentsinaccordancewith

14、theformatandmannerrequiredbyCAAC,andberesponsiblefortheauthenticityofthedocuments:申请维修培训机构合格证，申请人应当按照民航局规定的格式和方法提交下列材料，并对材料的真实性负责：(1)Applicationletter.(1)申请书。(2)ManagementManual.Fortheapplicantapplyingformultipletrainingcategoriesatthesametime,itsManagementManualmaybeintegratedintoonevolume,butshall

15、complywith(2)管理手册。同时申请多个培训类别的维修培训机构，其管理手册可以结合为一本，但应当符合本规则第147.20条和第147.28条所有适用要 求的内容。(3)所申请培训类别具体项 目的教学大纲。(4)国外维修培训机构应当 提交本国民航当局颁发的维修 培训机构合格证书(如适用) 和中国用户的培训意向书。国内维修培训机构应当使用中 文提交申请材料。国外维修培 训机构的申请材料可以使用中 文或者英文。147.7 Acceptance, Audit and Approval第147.7条受理、审查和批准局方收到申请人的申请材料allapplicablerequirementsofar

16、ticles147.20and147.28ofthisregulation.(3) Syllabusofthespecifictrainingitemsofthetrainingcategoriesappliedfor.(4) AForeignapplicantshallsubmittheMTOC(ifapplicable)issuedbytheNationalAviationAuthorityofitsowncountryandtheTrainingIntentLetterfromaChinesecustomer.Adomesticapplicantshallsubmitapplicatio

17、ndocumentsinChinese,andaforeignapplicantmaysubmitapplicationdocumentsinChineseorinEnglish.后，应当在5个工作日内作出 是否受理的答复，并以书面形 式通知申请人。申请人未能提 交齐全的材料或者申请书格式 不符合要求，需要申请人补正 申请材料的，局方应当当场或 者在该5个工作日内一次性告 知申请人需要补正的全部内容。Oncetheapplicationdocumentsarereceived,theAuthoritywillnotifytheapplicantinwritingwhethertheapplic

18、ationisacceptedwithin5workingdays.Incasetheapplicationdocumentsareunacceptable,theAuthorityshallnotifytheapplicantaboutallthedocumentsrequiredtobesupplementedorcorrectedatonetimeonthespotorwithin5workingdays.局方在受理申请后，以书面或 者会面的形式与申请人协商确 定对申请人进行现场审查的日 期。Afteracceptingtheapplication,theAuthorityshallco

19、nsultwiththeapplicantinwritingorinpersontodeterminethedateofon-siteaudit.Foranacceptableapplication,theAuthorityshallissueanMTOCtotheapplicantwithin20workingdaysfromthedateofacceptance.However,timeforvalidationpursuanttothelawisnotincludedintheaforementionedperiod.IftheMTOCcouldnotbeissuedwithin20wo

20、rkingdays,itcanbeextendedfor10workingdayswiththeapprovalofthepersoninchargeoftheadministrations,buttheapplicantshallbeinformedofthereasonforsuchextension.对于符合要求的申请，局方应 当在受理申请之日起20个工 作日内向申请人颁发维修培训 机构合格证，依法进行检验的 时间不计入前述期限。20个 工作日内不能颁发的，经本行 政机关负责人批准，可以延长 10个工作日，并应当将延长 期限的理由告知申请人。147.8 MaintenanceTraini

21、ngOrganizationCertificate第147.8条维修培训机构合格证维修培训机构合格证应当载明 单位名称、地址、培训类别及 具体培训项目。维修培训机构合格证自颁发之MTOCshallincludethename,address,trainingcategoryandspecifictrainingitemsoftheorganization.日起3年内有效。维修培训机 构可以申请延续有效期，但是 应当在有效期届满前至少6个 月向局方提出延续维修培训机 构合格证有效期的书面申请， 并提交申请书等民航局规定的 申请材料。申请的受理、审 查、批准程序与初次申请相 同。每次延续的有效期限

22、最长 为3年。超过有效期后的再次 申请视为初次申请。维修培训机构合格证不得转 让、转借、出租或者涂改。维修培训机构合格证应当明显 展示在维修培训机构的主要办TheMTOCisvalidfor3yearsfromthedateofissuance.TheMTOcanapplyforrenewalofthevalidperiodbysubmittingawrittenapplicationandspecifiedapplicationdocumentsrequiredbyCCACtotheAuthorityatleast6monthsbeforeexpiration.Theapplicationa

23、cceptance,auditandapprovalprocessarethesameasthoseoftheinitialapplication.Eachrenewalshallbevalidforamaximumperiodof3years.Reapplicationaftertheexpirationdateshallbedeemedastheinitialapplication.TheMTOCshallnotbetransferred,lent,leasedormodified.TheMTOCshallbeprominentlydisplayedatthemainofficeofthe

24、MTO.147.9 ApplicationforChange公地点。第147.9条变更申请和办理TheMTOshallsubmitawrittenapplicationtotheAuthoritytochangetheMTOCatleast60daysinadvancewhenitsname,address,trainingcategoryorspecifictrainingitemsareintendedtochange.Theapplicationacceptance,auditandapprovalprocessesarethesameasthoseoftheinitialapplica

25、tion.维修培训机构在单位名称、地址、培训类别或者具体培训项目发生变化时，应当至少提前60日向局方提出变更维修培训机构合格证的书面申请。申请的受理、审查、批准程序与初次申请相同。TheMTOshallreporttotheAuthorityinadvancewhenthetrainingfacilities,equipment,organization,personnelandmanagementprocedureinvolvedintheManagementManualorsyllabusaresignificantlychanged,andtheAuthorityshalldetermi

26、newhethertochangeitsMTOC,ManagementManualorsyllabus.维修培训机构在管理手册或者教学大纲中涉及的培训设施设备、组织机构、人员和管理流程等发生较大变化时，应当提前通知局方，由局方确定是否变更其维修培训机构合格证以及管理手册或者教学大纲。Unlesstheapplicationissubmittedtogetherwiththerenewalapplication,theabovechangesoftheMTOCwillnotchangeitsoriginalvalidperiod.除非结合延续维修培训机构合格证有效期一并申请，维修培训机构合格证的

27、上述变更不改变其原有的有效期。147.10RightsofMaintenanceTrainingOrganization第147.10条维修培训机构的权利AfterobtainingtheMTOCofAircraftMaintenancePersonnelLicense,theMTOmayengageinlicensetrainingforAircraftMaintenancePersonnelattheapprovedtraininglocations,andapplytotheAuthorityforthebasicknowledgeexaminationsandpracticalasse

28、ssmentfortraineeswhohavecompleted航空器维修人员执照培训机构在获得维修培训机构合格证后，可以在许可的培训地点从事许可类别的航空器维修人员执照培训，并在完成培训后向局方申请对培训学员的航空器the training.After obtaining the MTOC of aircraft type or engine type training, the MTO may engage in maintenance training for approved aircraft type or engine type at the approved training

29、locations, and issue training certificates to the trainees who have passed the examination after completing the training. The MTO may carry out aircraft type training and engine type training within limited scope in locations different from the approved locations with a control procedure specified i

30、n Management Manual.机型维修、发动机型号培训机 构在获得维修培训机构合格证 后，可以在许可的培训地点从 事许可类别的机型维修、发动 机型号培训，并在完成培训后 向考核通过的学员颁发培训合 格证书。管理手册中包含异地 培训管理程序时，维修培训机 构可以在许可的地点以外开展 限定范围内的机型维修、发动 机型号培训。147.11 Obligations of Maintenance Training Organization第147.11条维修培训机构的义务MTO shall ensure its continuous compliance with the requiremen

31、ts of this regulation and the procedures approved in Management Manual. Any defects and deficiencies, if any, shall be identified and corrected timely.维修培训机构应当保持本单位 持续符合本规则的要求并按照 管理手册规范管理，及时发现 并改正其存在的缺陷和不足。The MTO shall ensure that all maintenance training is performed in consistent with the syllabu

For the trainees not meeting the requirements of the syllabus, the MTO for Aircraft Maintenance Personnel License shall not issue admission tickets, and the MTO for aircraft type and engine type training shall not issue training certificates.维修培训机构应当对所开展的 维修培训满足教学大纲负责。 在参加培训人员不能满足教学 大纲要求时，航空器维修人员

33、 执照培训机构不得向其颁发准 考证书；机型维修、发动机型 号培训机构不得向其颁发培训 合格证书。The MTO shall truthfully report information such as annual reports and training quality surveys in accordance with the requirements of the维修培训机构应当按照局方要 求如实报告年度报告和培训质 量调查等信息，并保证其与培维修基础知识考试和实作评估Q训相关的设施设备、组织机构 及人员配合局方开展审查、监 督和调查。Authority,andensurethatall

34、training-relatedfacilitiesandequipment,organizationsandpersonnelcanbeaudited,supervisedandinvestigatedbytheAuthority.在下列情形下，民航局可以对 维修培训机构及其培训项目进行认可：(I)根据民航局与香港民航 处、澳门民航局签订的合作安 排，认可香港民航处、澳门民 航局对维修培训机构的批准；(2)根据民航局与其他国家 或者地区签订的协议，认可其 他国家或者地区民航当局对本 国或者本地区维修培训机构的 批准。本规则第147. 10条和第 147. 11条关于维修培训机构 的权利和义务

35、规定同样适用于 按照前款规定认可的维修培训 机构。Chapter III Requirements Organizations for Aircraft Personnel Licenseof TrainingMaintenance第三章航空器维修人员执照 培训机构的要求147.12 Recognition第147.12条认可情形TheCAACmayrecognizetheMTOanditstrainingitemsunderthefollowingcircumstances:(1) TheCAACrecognizestheMTOapprovedbyCivilAviationDepartmen

36、tofHongKong(HKCAD)andCivilAviationAuthorityofMacao(AACM)pursuanttotheCooperationArrangementbetweentheCAAC5HKCADandAACM;(2) TheCAACrecognizestheMTOapprovedbythecivilaviationauthoritiesofothercountriesorregionspursuanttotheagreementssignedbetweentheCAACandothercountryorregion.Therightsandobligationsof

37、MTOinarticle147.10and147.11hereinalsoapplytotheaforementionedtrainingorganizationsinthissection.第147.13条设施设备147.13FacilitiesandEquipment维修培训机构应当具备与其培 训能力和培训规模相适应的设 施设备，并符合下列要求：(1)具备足够的不受气象环 境因素影响的理论培训教室， 并有适当的照明、通风、噪音 和温度控制，以保证教学活动 正常进行；理论培训教室所在 的建筑应当设置易于辨别的紧 急通道，并确保此信息传达至 所有教员和学员。(2)理论培训教室应当配备 满足教学

38、所需的演示设备，并 保证所有学员都能清晰识别所 演示的内容。(3)具备足够的不受气象环 境因素影响的维修实作培训场 地，具有足够的工具设备和器 材，并配备了适当的安全防护 设施。培训中使用的消耗器材 可以采用非航空器材替代，但 应当确保达到同样的培训效 果。(4)具备与培训执照类别对 应的真实航空器及其维修手 册。航空器可以使用非适航状 态的报废航空器，但其停放条 件和状态应当能够按照维修手 册开展航空器及其发动机维修 实践，包括采用部分模拟设备MTOshallhavefacilitiesandequipmentthatareappropriatetoitstrainingcapability

39、andtrainingscale,andshallmeetthefollowingrequirements:(1) MTOshallhavesufficientenclosedtheoreticaltrainingclassroomsthatarenotaffectedbyprevailingweatherelements,withappropriatelighting,ventilation,noiseandtemperaturecontroltoensurenormaltrainingactivities.Buildingswheretheoreticaltrainingclassroom

40、sarelocatedshallhaveeasilyidentifiableemergencyexit,andsuchinformationshallbeconveyedtoallinstructorsandtrainees.(2) Thetheoreticaltrainingclassroomsshallbeequippedwithnecessarypresentationequipmentthatmeetstherequirementsoftraining,andensurethatallstudentscanclearlyidentifythecontentspresented.(3)

41、MTOshallhavesufficientpracticaltrainingworkshopsthatarenotaffectedbyprevailingweatherelements,withsufficienttools,equipment,material,facilities,andareequippedwithappropriatesafetyprotectionfacilities.Consumablesusedintrainingcanbesubstitutedbynon-aviationmaterial,butthesametrainingeffectshallbeensur

42、ed.(4) MTOshallhavetherealaircraftwithrelatedmaintenancemanualscorrespondingtothetraininglicenserating.Scrappedaircraftsinnonairworthinessstatecanbeused,buttheirparkingconditionsandstatusshallbeabletocarryoutaircraftandenginemaintenancepracticesinaccordancewiththemaintenancemanual,includingusingsome

43、simulationequipmenttocarryoutrelatedmaintenancepractices.Out-datedmaintenancemanualscanbeusedinthetrainingbutmustbekeptintactandmarkedwithTortrainingonly.(5) MTOshallhaveappropriateofficefacilitiesandequipmentforinstructors,othertrainingadministrativeandtrainingqualitypersonnel,andhavestoragefacilit

44、iesforproperlypreservingtrainingmaterials,documents,personnelfilesandtrainingrecords.Furthermore,theMTOshallensurethatthestoragefacilitiesofpersonnelfilesandtrainingrecordsarenotaccessiblewithoutauthorization.开展相关的维修实践；维修手 册可以使用非现行有效的版 本，但应当保持其完整可用并 注明仅供培训使用。(5)具备培训教员、培训组 织和培训质量管理人员合适的 办公设施设备，并具有妥善保

45、 存培训教材、资料、人员档案 和培训记录的存储设施，其中 人员档案和培训记录的保存应 当保证非经授权不可接近。(6)具备足够的基础知识考 试和实作评估设施。培训设施 可以用于基础知识考试和实作 评估，但应当能够满足防止考 试作弊的要求，并且实作评估 必须使用真实的航空器材。(6) MTOshallhavesufficientfacilitiesforbasicknowledgeexaminationsandpracticalassessment.Trainingfacilitiesmaybeusedforbasicknowledgeexaminationsandpracticalassessm

46、ent,butshallmeettherequirementstopreventcheatingonexamination.However,thepracticalassessmentmustbeperformedwithrealmaterial.147.14Personnel第147.14条人员维修培训机构应当具备与培训 执照类别和培训规模相适应的 管理人员和教员，并符合下列 要求：(1)任命责任经理、质量经 理各一名。责任经理应当由维 修培训机构的法定代表人或者 其授权的人员担任；质量经理 不能由责任经理兼任。上述人 员应当熟悉民用航空器维修培MTOshallhavemanagementp

47、ersonnelandinstructorsappropriatetothetraininglicenseratingandtrainingscale,andmeetthefollowingrequirements:(1) MTOshallappointoneAccountableManagerandoneQualityManagerrespectively.TheAccountableManagershallbeeitherthelegalrepresentativeoftheMTOoritsauthorizedpersonnel.TheQualityManagerandtheAccountableManagercannotbethesameperson.Theaforementionedpersonnelshallbe训机构管理法规并具有维修管 理工作经验。(2)具有足够的与培训执照 类别相适应的理论培训教员。 理论培训教员应当具有理工类 大专(含)以上学历，具备丰 富的对应专业知识并通过教学 法培训。familiarwithcivilaircraftmaintenancetrainingorganizationman
