18、实际情况。1.3 编制原则以招标文件、设计文件、施工及验收规范为依据,结合本单位实际情况,科学严谨地编制施工组织设计。编制原则如下:(1)认真贯彻执行国家对工程建设的各项方针,严格执行建设程序。(2)遵循建筑施工工艺及其技术规律,坚持合理的施工程序和施工顺序。(3)与当地市政管理部门密切配合,搞好城市环境保护工作。(4)结合本工程具体特点,配备具有类似施工经验的专业队伍,选择性能良好的机械设备,科学合理的配备生产要素,提高劳动生产率。(5)采用先进施工技术,科学制定施工方案。(6)高效、有序、优质、安全、文明地组织施工。严格按照质量保证体系标准及程序,对施工过程实行动态管理和严密监控,力保本工
19、程按工期完成并全部达到质量目标。(7)缩短施工工期,降低工程成本。(8)采用先进的施工组织管理技术,统筹计划,合理安排。组织分段平行流水作业、均衡生产。(9)合理储存物资,减少物资运输量。(10)科学布置现场平面施工。1.4编制内容雅桥垃圾填埋场渗沥液处置及封场A1标段工程的土石方、渗沥液收集导排、雨水导排、填埋气导排、给排水、电气工程等内容。涉及项目管理机构、质量目标、进度计划、施工方法、现场布置、用电用水、机械投入、质量保证措施、文明施工措施等一系列措施方法。2、工程概况及工程特点2.1 工程概况2.1.1 工程名称及规模(1)工程名称:靖江市江边雅桥垃圾填埋场渗沥液处置及封场工程。(2)
20、工程规模:封场区域占地面积约71900平方米。2.1.2 工程概述(1)工程位置:雅桥生活垃圾填埋场位于靖城镇雅桥村,紧临长江,距雅桥港口5KM,距市中心10KM。(2)占地面积:封场区域占地面积约71900平方米。(3)堆体概况:雅桥生活垃圾填埋场共分五期,一至四期为简易填埋,一至四期填满结束后未进行封场。第五期于2006年8月使用,底部采用了铺设HDPE的防渗措施。垃圾填埋总库容量约40万立方米。最大埋深处5.0M。目前终场顶部少量覆盖了粘土,渗沥液混杂雨水淤积在填埋堆体地势较低的区域。垃圾堆体四周由于没有设置雨水收集系统,堆体表面雨水混杂污水无序散排。整个垃圾填埋场没有完善的渗沥液收集导
21、排系统,填埋作业过程中设置的导气石笼也基本失去了其应用的功能。2.1.3 工程范围雅桥垃圾填埋场渗沥液处置及封场A1标段工程规划占地面积约为71900平方米。具体包括以下内容:(1)土石方;(2)渗沥液收集导排;(3)雨水导排;(4)填埋气导排;(5)给排水、电气工程等。2.2 工程所在地自然条件2.2.1 气象资料根据靖江市气象部门统计资料显示,年平均气温为14.5C ,一月份最低气温为-6.58C ,低温季度在每年十二月中旬至次年的元月底二月初;七月份最高气温38C ,高温季度在六月至九元月。年最大降雨量为1601.01mm左右,日最大降雨量为262.5mm左右,年平均降雨量为1074.1
22、mm左右,雨天110天左右,雨季集中于三、七、八、九月份。年最大积雪深度达140mm,最大冻结深度达90mm,年平均相对湿度为76%,平均雾天达10.5天,最多雷暴日数达37日,暴雨活动时间在3-7月,年最大风速3.7m /s,该地区夏季主导风向为东南风,冬季主导风向为西北风。根据该工程招标日程安排,本工程施工期间历经雨期、冬期施工,故应针对本工程的具体情况编制雨期、冬期施工技术措施,确保工程施工的顺利进行。2.2.2 工程地质工程施工过程根据南京南大岩土工程技术有限公司提供的靖江市江边雅桥垃圾填埋场封场工程岩土工程勘察报告施工,如遇局部深填土(或暗滨)处按设计要求处理。基坑开挖后,应及时通知
