14、1 编制依据1.1.1龙口青岛公路莱西(沈海高速)至城阳段第合同段两阶段施工图设计;1.1.2国家和交通部现行的公路工程施工技术规范、质量检验评定标准、安全施工规程、工程施工定额;1.1.3 招标文件、投标文件、补充合同文件及公路施工标准化管理指南;1.1.4 我单位对现场初步踏勘、调查所获得的有关资料。1.2 编制原则1.2.1遵循招标书文件的原则,严格按照招标文件中的工期、质量、安全目标等要求编制施工组织设计,使建设单位各项要求均得到有效保障。1.2.2 遵循设计文件的原则。认真阅读、核对所获得的设计文件和参考资料。充分了解设计意图,严格按设计文件和参考资料编制实施性施工组织设计,满足设计
15、标准和要求。1.2.3 遵循公路工程施工技术规范和验收标准的原则。严格按照施工技术规范要求优化施工方案,认真执行工程质量检验及验收标准。1.2.4遵循实事求是的原则。在编制实施性施工组织设计时,根据该工程特点,从实际出发,科学组织,合理安排施工顺序,各工序紧密衔接,并正确选用先进的施工方法,做到重点突出,全面展开,流水作业,均衡施工。达到快速、有序、优质、高效地完成本合同段工程建设任务。1.2.5遵循“安全第一、防治结合”的原则。从制度、管理、资源配制等方面制定切实可行的措施,确保安全施工,服从建设单位及监理工程师的监督指导,严肃安全纪律,严格按照规章程序办事。1.2.6 结合现场实际情况,因
16、地制宜,精心规划布置施工场地,节约施工临时用地,少占农田,不破坏植被。1.2.7遵循“贯标”机制的原则,确保ISO9002质量标准体系在本项目自始至终得到有效运行。第2章 工程概况2.1 工程概述龙口至青岛公路莱西(沈海高速)至城阳段路线起自莱西市河头店镇小官庄西的沈海国家高速公路上,终点至城阳区,接清新联络线,主线长89.608km。途径莱西、莱阳、即墨、城阳等三市一区。拟建公路是山东省高速公路网“五纵、四横、一环、八连”规划中的一连,同时也是山东半岛城市群和胶东半岛制造业基地的重要基础设施。它的建设对于加快“一体两翼”战略的实施,完善和优化区域公路网布局,改善行车条件,强化青岛“龙头”辐射
17、作用,适应改革开放和区域经济发展,发展旅游事业,都将起到很大的推动作用。第合同段起点桩号Kasdf,终点桩号Kasdf,全长asdfkm,有路基、桥涵、路面工程。桥涵工程主要有大桥asdf座,中桥asdf座,分离立交asdf座,主线通道asdf道,主线涵洞asdf道,互通立交asdf处;路面工程主要有碎石垫层+水泥稳定风化砂+水泥稳定碎石+透水性沥青混合料+中粒式改性沥青混合料路面+改性沥青SMA-13路面。2.2 主要技术标准2.2.1 路基(1)公路等级:双向四车道高速公路(2)地形:低山丘陵区、山前平原(3)设计基准期为100年(4)设计宽度:路基宽度28米(5)行车道宽度:3.75米/
18、道(6)设计时速:120km/h2.2.2 路面路面结构:底基层为18cm水泥稳定砂砾半刚性基层为38cm水泥稳定碎石柔性基层为12cmLSPM-30沥青稳定碎石下面层为6cmAC-20中粒式沥青混凝土上面层为4cmSMA-13沥青玛蹄脂碎石混合料2.2.3 桥涵(1)公路等级:双向四车道高速公路(2)地形:低山丘陵区、山前平原(3)设计基准期为100年(4)桥梁宽度:大、中桥桥面净宽为212.25m,小桥、通道桥面净宽为2 11.75m(5)设计荷载:公路-级(6)设计洪水频率:桥梁、涵洞 1/100(7)抗震设防烈度:6度2.3 主要工程数量主要工程数量见表2-12.4 自然、地理位置拟建
19、公路地处胶东半岛中部地区,地域在烟台、青岛两市。路线穿越莱阳、莱西境内地行为北高南低,沿线地形表现为南北两端为低山丘陵区、中间为山前平原地貌,地形起伏多变,但高差变化不大。路线所经区域类型复杂,有剥蚀丘陵地貌单元、剥蚀丘陵边缘准平原地面单元等,地质情况复杂,整体上,该区地层物理力学性质较好,适宜公路的修建。路线所经区域地表径流直接受大气降水的控制,其分布与降水呈一致性,降水受地形和季节影响明显,受季风影响,降水量分布不均匀,年际间变幅大,不同地形部位差异明显,年降水量一般在610.6-905.4毫米之间。降水年内分布不均,冬季少,夏季多,汛期(七、八月)雨量最为集中,占年降水量70-75%。2
20、.5 施工条件交通条件:我合同段周边地方路网密集,交通较为发达,有沈海高速、潍莱高速以及国道309、国道204、省道202等干线公路连接区域内外,区域内县乡公路和乡村道路也较为发达。我合同段拟在充分利用以上道路的同时,在合同段内修建一条临时主便道,将各结构物加以连通,便于以后施工。水电条件:在项目驻地及拌合站内接通自来水管,以保证生活及工程用水;沿线电网较为发达,工程用电可与电力供应部门联系,直接搭用,为保证特殊情况,应备一定数量的发电机组。通讯条件:通讯网络大部分地段覆盖条件好,部分地段信号较弱。通过向当地通迅部门申请,获得程控电话和移动通迅服务。材料供应:工程所需要的砂、碎石、片石、块石等
