5、0米，砼路面；三横道路：长1163米，宽18米，砼路面；四横道路：长1147米，宽18米，砼路面；五横道路：长1485米，宽30米，砼路面；六横道路：长1945米，宽30米，砼路面；七横道路：长492米，宽18米，砼路面；八横道路：长480米，宽24米，砼路面；一纵道路：长1359米，宽30米，砼路面；二纵道路：长1367米，宽30米，砼路面；三纵道路：长1384米，宽40米，砼路面；四纵道路：长1413米，宽18米，砼路面；五纵道路：长1414米，宽28米，砼路面；六纵道路：长278米，宽18米，砼路面；七纵道路：长258米，宽18米，砼路面；八纵道路：长292米，宽18米，砼路面；九纵道路

6、：长1136米，宽30米，砼路面。（六）工期本项目建设期限为30个月，即2006年06月至2008年11月。（七）项目建设投资及资金筹措1、项目总投资本项目建设总投资为27875万元。2、资金筹措资金全部由业主自筹。二、业主简介重庆市巴南区建设委员会是主管全区城乡建设工作的区政府工作部门。其主要职责是：（一）贯彻执行党和国家有关勘察设计咨询业、建筑业、工程建设、城市建设、村镇规划建设、城市规划、住宅房地产业、市政公用事业、园林绿化建设等城乡建设的方针、政策和法律、法规、规章，负责起草相关的政策，法规文件；编制城乡建设发展战略和中长期计划，并组织实施。负责城乡建设的行政执法工作。（二）负责全区勘

7、察设计咨询业管理，培育、规范勘察设计市场，管理从业资质和执业资格，负责市场准入、招标投标管理；负责初步设计审查审批与高切坡审批、施工图审查、勘察设计质量管理和设计优化工作；负责工业与民用建筑的抗震设防和城市地下空间的综合利用;主管城市雕塑工作，管理从业资质。（三）负责建筑业（含室内外装饰装修行业、市政施工企业，下同）管理，培育、规范建筑市场，管理工程建设单位与从业资质、执业资格；负责市场准入、招标投标、建设监理、工程合同、施工许可、质量监督、安全生产、文明施工、工程保险、工程担保和竣工验收的管理；负责建筑材料、设备使用许可的管理；指导三峡库区移民有关的建设工程。（四）负责城市市政、环卫、公用基

8、础设施的建设和建委争取资金的市政设施改造。（五）负责城市园林绿化（含风景区）的规划、建设。（六）负责区重点工程项目的建设和管理。会同有关部门确定全区重点工程建设项目及其有关工作；负责重点工程建设的招标投标和管理、协调、监督、检查、考核；负责重点工程建设的勘察设计、施工、监理、材料设备供应等单位的准入管理。（七）负责城市基础设施建设管理；编制城市基础设施建设的中长期计划和年度计划，审查或会审城市基础设施建设项目立项、可研，并组织建设实施。（八）负责全区住房（含商品房、经济适用房，下同）建设和城市建设综合开发（含旧城改造，下同）及城区危旧房改造的管理；负责行业管理，编制城镇住房建设和城市建设综合开

9、发及城区危旧房改造的中长期计划和年度计划，并组织实施；负责房地产开发从业资质管理、审查、审批开发项目转让、经济适用房、康居工程和危旧房改造项目；负责组织实施城镇住宅区建设；参与住房制度改革、商品房预售、核价和物业管理。（九）负责区小城镇建设领导小组的日常工作；负责指导编制、评审主城区外的建制镇规划和村镇规划，并实施规划管理；主管小城镇试点；指导全区小城镇和村镇建设管理；参与农房产权产籍管理。（十）负责全区城市建设投融资体制改革，加速投资渠道多样化和经营城市的工作进程，培育、规范城市建设投融资市场；负责建设行政性收费的征收和使用；受区政府委托，会同区财政局管理城市建设维护资金，汇总、编制资金安排

10、年度计划，经区政府批准后，切块下达计划；负责区级城建投资（含城建资金、财政资金、政府提供保证的使用国债、国外贷款等资金，下同）形成的城市基础设施国有资产的产权管理；指导本系统的财务、审计，国有资产和物价管理工作。（十一）负责城市建设的招商引资工作，会同有关部门加强 城市建设招商引资项目的开发研究、包装。（十二）负责管理本系统对外经济技术合作和外事工作；管理全区对外工程承包、建筑劳务合作；指导本系统企业改革。（十三）负责制定本系统科技发展规划、计划和技术经济政策，负责新技术的推广应用；负责国际建设科技合作项目的实施，管理重大技术项目引进工作；负责住宅产业化、建筑节能、墙体改革等工作；负责城市化进

11、程的协调管理和城市数字化工程工作。（十四）负责制定本系统教育规划和人才规划，指导和管理建设岗位培训和人才培训工作；负责全区工程技术建筑专业技术职称评审和本系统智力引进工作。（十五）负责全区城建档案归档与管理、利用工作。（十六）负责委机关和直属单位的思想政治工作；负责直属单位领导班子建设工作，按干部管理权限任免干部；负责直属单位党员发展工作；负责机关和直属单位的机构编制、人事、劳动工资工作；指导本系统精神文明建设、党风廉政建设和行风建设；负责离退休人员的管理与服务工作；负责本系统统战工作和群团工作。（十七）管理区市政管理局。（十八）负责镇街市政建设管理所的政策、业务指导、监督和职称评定工作。（十

45、民小组。改革开放以来，长寿抓住撤县设区、三峡工程建设、西部大开发三大战略机遇，贯彻和落实科学的发展观，以建设重庆市工业高地、重庆市城郊农业基地、重庆市休闲胜地和区域性物流中心为目标，大力调整经济结构，积极扩大开放，深化体制改革，提高增长质量，经济社会全面发展，综合实力不断增强，2005年，全区国内生产总值达到87亿元，增长14.8%，地方预算内财政收入为4.79亿元，同口径增长47.7%。长寿是重庆市的老工业基地，工业基础雄厚。境内有市属以上大中型企业17家，中小企业600多家，固定资产超过200亿元。正在建设中的重庆（长寿）化工园区和重庆市晏家特色工业园区初具规模，累计引进企业92家，其中世

46、界500强企业4家，跨国公司17家，重庆50强企业4家。协议引资340亿元。2005年，工业经济效益创历史最好水平，全区规模以上工业企业利润总和占重庆市工业利润的八分之一。长寿已初步形成主城区为中心，晏家组团、渡舟组团和江南组团众星拱月、中心小城镇有机结合的组团式、网络化的城市格局，是重庆市承接主城都市发达经济圈与三峡库区生态经济圈的区域性中心城市。二、长寿基础设施现状长寿位于重庆腹心地带，是重庆主城到三峡库区和渝东地区的必经之地，是重庆通往上海、成都和福州的交通枢纽。渝（重庆）万（万州）、渝（重庆）涪（涪陵）高速公路纵贯长寿全境，在境内设有晏家、桃花、但渡、合兴、云台五座互通式立交桥。境内有

47、通车公路干线6条，支线40条，总长572公里。国道319、318线横贯区内。全区基本形成了以高速公路、国道319线、长寿长江公路大桥为主干骨架，覆盖到村的公路交通网。与此同时，长寿至重庆江北机场、梁平机场的高速公路里程分别为50、100公里；渝（重庆）怀（湖南怀化）铁路穿境而过，在境内设有客、货及编组站；长江黄金水道长寿段长20.9公里。正在建设中的长寿港有5个港区公用码头，主港面有18个3000吨级的泊位，年吞吐能力可达1000万吨。三峡库区正常蓄水之后，3000吨船舶可终年直达长寿。境内有水电站30余座，变电站16座，总变电容量达1098.5MVA（兆伏安）。新中国第一座水电站狮子滩水电站

48、在这里诞生，它被称为新中国水电工程师的摇篮。境内的500千伏变电站是西电东输的重要枢纽站。长寿电话通信实现了程控化，微波、光纤长途传输，建成了900兆赫移动通信网和自动转报系统；城乡电话交换机容量达到16万门，移动电话用户已超过15万。第三章 项目建设的必要性一、项目建设符合长寿的城市规划要求长寿区现状城市用地为浅丘地貌，城市内桃花溪、羊叉河、晏家河从北注入长江，将城市建设区隔离为几大片，加上319国道的分隔，决定了城市组团式发展的布局。大致成为带状哑铃式形态，城市建设区用地结构分为六组团（二中心），即凤城组团（商贸中心）朱家化工园区组团、晏家组团、桃花新城组团（行政中心）、江南组团，组团与组团之间以河流、冲沟、绿化、道路、山体相分隔，既相对独立，又彼此联系，为适应建设的需要，生产用地相对集中，居住用地向东北和西北发展，形成一个南北宽约5.85公里，东西长约11.73公里的带状城市。其中桃花组团由桃东路以东、渝长路以南地区组成。规划城市建设区面积331.48公顷，规划人口7.33万人,是以居住配套为主的山水园林小区。本项目的建设是对桃
