33、标)施工招标文件；1.2 宝山钢铁股份有限公司二号高炉原地大修工程(铁1标)施工招标答疑文件；1.3 中冶赛迪工程技术股份有限公司、宝山钢铁（集团）公司设计研究院设计的“宝钢股份有限公司二号高炉原地大修工程”初步设计；1.4 国家及行业颁布的施工验收规范，工程质量检评标准；1.5 宝钢集团有关工程管理规定和制度；1.6 我公司依据GB/T19001-2000 idt ISO9001:2000质量管理体系 要求、GB/T24001-1996 idt ISO14001:1996环境管理体系 规范及使用指南和GBT28001-2001职业健康安全管理体系 规范三个标准编制的综合管理体系管理手册以及现

34、有资源条件，相关、类似工程项目施工经验、技术成果。2 编制原则本投标书施工组织设计的编制遵循符合性、先进性、针对性、指导性的原则，力求方案经济合理，适用可行，为将来施工建设奠定基础。第二章 工程概况1 工程简介宝钢2#高炉原地大修原燃料贮运系统(铁1标)工程内容如下:（1）供料系统根据2#高炉扩容的需要，在矿槽前后增加5个矿槽，相应改造胶带输送机。（2）返料系统在I201胶带机上增加犁式卸料器将碎焦经返料系统送往烧结。（3）供煤系统接通B-29转运站至煤制粉间原煤仓系统。煤粉设备包括磨煤设施，烟气升温设施及吸粉装置。煤粉喷吹采用三罐并列通过输煤总管和二个分配器直接喷吹，新建75.7m高15层钢

35、结构煤粉制喷结构3000t。（4）小块焦系统增设小块焦系统，回收高炉槽下碎焦，合理利用碎焦。1.1 桩基工程本工程桩基主要分布在新增矿槽、新增通廊支架及转运站和煤制粉间的基础加固或补强。1.2 土建工程概况1.2.1 原料燃料贮运系统原料燃料贮运系统的高炉原料直送系统部分在供料系统增加5个矿槽，基础为钢筋混凝土基础，桩基承重，上部为钢结构，在新建的烧结矿槽部位有一根直径大于2m的除尘总管需要移位改造。返料系统在原矿槽位置新建返料系统，返料系统部分为新建1#、2#转运站、通廊支架以及运输机，部分为改造原来的运输返料系统（原筛分站等）。供煤系统从三期原料工程B-29转运站接出至制粉站原煤仓新增胶带

36、机通廊桁架长度约160m。通廊桁架上部结构采用钢结构，桩基，钢筋混凝土基础。原料贮运系统的中间矿焦槽及机械室的改造主要为传动室的设备加大需要进行改造，原平台进行加固，传动室A、D列墙架结构需向外移1500mm，传动室的墙架结构进行加固改造。1.2.2 煤粉制喷系统煤粉制喷系统主要改造原煤粉制喷站，改造的煤粉制喷站为钢结构高层建筑物，内部设备及钢结构全部拆除，局部进行基础加固改造，新建A列桩基础，C列1、3轴柱基扩建并将C、D、E三个柱基改造形成整体。基础拆除主要为A列柱基础以及原地下受料槽。制喷站的上煤系统见原料燃料贮运系统的上煤胶带运输机。原煤粉制喷电气室为改造项目，主要在一层增加电缆沟和三

37、层将原装饰部分拆除从新改造成为电气控制室以及屋顶屋面防水改造。1.2.3 空压站系统本次能源系统的空压站1#动力空压站、2#动力空压站以及喷煤空压站。三个空压站均为原有建筑结构，根据增建空压机进行设备基础施工。1.3 钢结构工程宝钢二号高炉原地大修工程1标钢结构工程，主要项目包括以下三部份；将原有煤制粉喷吹站上部钢结构（含电梯井架）全部拆除重建：B-29转运站至制粉间原有通廊拆除，新增160胶带机通廊：原燃料贮运系统新增2个566m3烧结矿槽，220 m3块矿槽,250 m3和140 m3杂矿槽各1个：原有高炉上料主胶带机通廊拆除新建（支架利旧加固）：另外对X201,X202,X203胶带机通

38、廊、B-29转运站进行加固。新建煤制粉喷吹站为带框架体系，十字型钢柱、焊接工字梁。横向二跨、跨距9，纵向四跨,A-E跨(20m+12m+6m+9m)、总长47，总高度75.7。AB跨为三层，总高度22，BC跨为八层，总高度55.7，CD和DE跨为十二层，总高度75.7。，柱梁采用刚接，柱脚采用刚接，柱间支撑采用钢管，钢材材质Q235B。1.4 机械安装工程1.4.1 原燃料贮运系统设备改造及安装本次二号高炉原地大修工程原燃料贮运系统新增和利旧改造的设备共计77台(套),总重约1180吨。其中大部份设备需在高炉停炉后进行拆除，改造和安装。1.4.2 矿槽系统设备安装在原有矿槽的两端分别新增矿槽新

39、3A、新2A、新1A、新2B、新1B、及配套设备。原有矿槽下的给料机、振动筛、称量漏斗等设备，需进行改造和更新。槽下设入炉料胶带机需进行改造。1.4.3 焦槽矿槽除尘系统改造本次焦槽矿槽除尘系统的改造包括矿槽、焦槽以及有关转运站的除尘，共有121个除尘点。除尘器仍用原有的TFC12000负压反吹风布袋除尘器。1.4.4 煤粉制喷系统安装本次大修工程中煤粉制喷系统的设备全部更新。设备约；102台（套），总重量约；1319吨。1.5 三电工程1.5.1 原燃料贮运系统供配电及电气传动和控制包括炉前原料输送系统、上料系统、供料及返料系统、供煤系统等供配电及传动控制的改造。照明和防雷接地包括现场照明和

40、防雷接地系统的改造。1.5.2 煤粉制喷系统供配电及电气传动和控制包括制粉设施、喷吹设施以及公用设施如消防水泵站、通风除尘设施等的供配电及电气传动和控制。喷煤高压配电室两回路3kV电源仍引自喷煤空压站电气室，供配电设备由中控室供配电综合自动化系统进行监视、控制。磨煤机、主排风机电动机为3000V高压笼型电机，其余电机一般为380V低压笼型电机。照明及防雷接地包括制煤粉站、喷煤电气室的照明及防雷接地。通信包括喷煤制粉区域行政电话端局安装及配管配线，自动电话端局安装及配管配线，以及自动火灾报警设施安装及配管配线。以上，电气室利用原有喷煤电气室,电气室防雷接地利用原有设施。其它原有设备管线全部拆除更

41、换。1.5.3 空压站设施包括1号动力空压站及电气室、2号动力空压站及电气室、喷煤空压站及电气室的三电工程。1.5.4 通风除尘设施包括炉前原料除尘及电气室、出铁场一次除尘及电气室、出铁场二次除尘及电气室的三电工程通风工程。2 工程特点宝钢2高炉原大修工程是一个在生产复杂的环境中进行的快速建设项目，关键设备要新建和辅助设施要利旧，况且停炉施工期仅为108天，因此，项目实施与传统的施工观念与方法是绝然不同，形成本项目自有的特点。2.1 施工环境复杂本工程是在原有的生产设施范围内进行的大修改造工程。原有的框架结构、管廊支架、地下管线均要利用，天上地下需要保护的目标甚多，因此，给拆除及新建项目的施工

42、带来很多困难。施工场地狭窄，吊装作业的环境障碍较多。2.2 施工周期特短，绝大部分作业要在高炉停炉期间施工，而允许的停炉期仅108天。在这108天内要完成旧有设备拆除、新系统安装试运转，工期特别紧张。2.3 本标段的最难点是煤粉制喷站的改造施工。煤粉制喷站是一个高层工艺钢结构，设备呈立体分层布置。原有制喷站高65m，要全部拆除其设备及结构，进行基础改造，然后重新安装一座75.7m高的煤制喷站（钢结构安装量3000t，设备安装量1100t），且设备需随着结构的吊装，分层同步就位，是本标段工程的最难点。为适应快速施工的要求，原制喷站拆除将采用分块组合拆除，分三次解体的方法进行，将原有结构与设备拆除

43、控制在10天内完成。2.4 交叉作业多，施工安全要求高。本标段要拆除的设备均很高，有的在拆除前，需先作好加固措施。高炉上料皮带机高约72m，皮带机的支架为单片人字形支架，拆除前需先对支架加固（用缆风绳）后方能进行拆除作业。在高炉停炉前所争取实施的项目施工时，要充分注意防火及防爆措施的落实。特别在煤粉制喷站范围内施工更要注意。煤粉制喷系统安装期间，结构安装、管道安装、设备安装、三电安装人员均集中在狭窄的环境中分层立体作业，特别要做好临空面围护、防坠落、防重物打击等措施。2.5 做好统筹本标段施工顺利实施的关键停炉改造期间，将是大量劳动力、大量施工机械、多专业的集约式作业，现场的统筹协调十分关键。

46、施工总体部署1 指导思想突出技术准备 编制可靠方案划分工程内容 分清停产前后喷煤整体拆除 构件地面解体钢构预先组装 质量保证工期原料贮运系统 落实桩基方案分区划段作业 系统集中管理工期安全文明 苛求争创一流1.1 突出技术准备，编制可靠方案宝钢2高炉原地大修工程突出一个“紧”字，实现一个“新”字，给施工安装提出了一个新课题，能否实现工程建设目标，是对冶金建设者的一项重大考验。能否保证工程顺利进行的关键，首先需编制一份可靠性强、技术先进、可操作性的技术方案，特别是能够确保工期的方案，与世界同类型高炉大修对标，做出中国人的品牌。要对工程进行分解课题，组织课题攻关小组，编制施工方案，进行专家评审，准备资源，实施方案。1.2 划分工程内容，分清停产前后为了保证停产后能够在最短的时间内完成整个2高炉原地大修工程的全部内容，
