21、济开发区 311700 0571-64836953 0571-64836560 1.2 项目提出背景 钢制制冷管路及蒸发器、冷凝器等配件是冰箱、冷柜等家用制冷电器的重要部件。传统上家用制冷电器均使用铜管作为管路材料，自上世纪九十年代后期以来，随着材料加工技术的进步，业内逐步开始在冰箱、冷柜产品中用钢管替代铜管，用钢制冷凝器、蒸发器替代铜管冷凝器、蒸发器，并取得了巨大成功。目前，除极少数产品仍使用铜管外，国内外大多数企业生产的冰箱、冷柜均使用钢制制冷管路。 目前，我国已成为全球最大的家用制冷电器和空调器制造基地。根据国家统计局数据,我国的冰箱产量从 2001 年的 1,351 万台增长到 200

22、8 年的 4,756 万台，年均复合增长率达到 18.98%，2009 年 1-11 月产量达到 5,528 万台；冷柜产量从 2001 年的 397 万台增长到 2008 年的 1,155 万台，年均复合增长率达到 16.48%，2009 年 1-11 月产量达到 1,134 万台。 由于冰箱、冷柜及家用空调行业产量的迅猛增长，制冷管路及配-1-件的市场需求也迅速提高。以制冷用钢管为例，根据行业经验，平均每台冰箱耗用钢管约2.7 公斤（以科龙BCD209S 型冰箱为例，冷冻蒸发器用管约1.6 公斤，冷藏蒸发器用管约0.55 公斤，冷凝器用管约0.7 公斤，合计用量约2.85 公斤），平均每台

23、冷柜耗用钢管约4 公斤（以海尔BD19 8H 型冷柜为例，蒸发器用管约2.3 公斤，冷凝器用管约1 .3 公斤，合计用量约3.6 公斤）。据此计算，2001 年我国生产冰箱、冷柜产品耗用的制冷用钢管约为5.24 万吨，2009 年约增长到20.82 万吨，年均复合增长率达到18.82%。另外，我国冰箱、冷柜和空调的家庭平均拥有量尚有很大的提升空间；同时，家庭总户数的增加也将拉动对冰箱、冷柜和空调的需求；因此，未来我国家用制冷电器和家用空调器行业仍将保持稳定增长。 浙江康盛股份有限公司主要从事家用制冷电器及空调用管路及延伸产品的生产和销售，自创立以来，公司抓住了家用制冷电器产品管路材料替代的发展

24、机遇，实现了制冷钢管销量年均42.50%的复合增长，目前已成为国内制冷家电用钢管产品最主要的供应商。公司率先在国内采用超低碳钢制造超软超薄壁微径钢管，用于制造冰箱、冷柜中的蒸发器、冷凝器。目前，公司产品应用于海尔、海信、新飞、ELECTROLUX（伊莱克斯）等国内外知名品牌冰箱、冷柜的生产；公司还率先研发了新一代冰箱用节能R 蒸发器、减震阻尼式空调吸气管、外冷折叠式冷凝器和整体循环式热交换器等新产品，并获得多项专利。 受全球金融危机的影响，2008下半年我国宏观经济增速有所放-2-缓，公司下游的冰箱、空调行业增速出现了阶段性的下滑。由于我国家用电器内需市场的规模庞大且增长迅速，本次全球金融危机

25、对本公司下游行业的不利影响主要来自于出口业务方面，整体影响相对有限，其中冰箱行业受到的影响相对最小，2009年二季度已开始恢复增长，空调行业从2009年初开始复苏，预计2010 年可以恢复正增长。在这样的外围环境下，康盛公司2009 年度营业收入同比还是增长了11.67%，净利润同比增长61.65%，营业收入和盈利水平的增长速度均已恢复或超过本次金融危机前的水平。 另一方面，随着国内外经济形势的不断复苏好转，新客户的快速增加，公司现有的生产能力已远远不能满足与日俱增的客户订单，为此，浙江康盛股份有限公司决定加大技术装备，生产基地厂房的投入，扩大企业生产能力，进一步增加产品在国内外市场上的竞争能

26、力，为此，企业提出了年产3万吨冰箱冷柜用钢管建设项目。 1.3 项目编制依据和原则 1.3.1 编制依据 （1）浙江康盛股份有限公司提供的有关项目的资料。 （2）浙江康盛股份有限公 司与浙江省机电设计研究院 有限公司签定的技术咨询合同。 1.3.2 编制原则 （1）依据科技进步，按照“突出重点、提高起点、市场导向、效益优化”的总体要求。本项目针对该企业特点，在江苏睢宁经济开发区新征土地，组建新的生产基地，新增生产设备及其相关的配套公用-3-设施，力求在工艺水平、产品质量、生产能力、企业管理、厂容厂貌等方面均有突出的表现。 （2 ）车间工艺设计要做到合理规划，设备合理布置，使物流短捷、畅通，提高生产效率，降低生产成本。设备选型以先进高效、实用可靠为原则，结合公司以前的生产经验，生产设备主要立足于国内。 （3）在设计过程中严格执行国家有关法规、技术规范和规定。 （4）贯彻“三同时”原则，遵守环保及职业安全卫生有关规定。对 生产中 产生的 污染物 等需经 有效治 理达标 后排放 ，以改 善生产 环境，保护员工的身心健康。 1.4 项目目标及主要内容 1.4.1 项目目标 （1） 项 目依 托浙 江康 盛股 份有 限公 司在 制冷 家电 用钢管 产品 方面多年的技术积累，对冰箱、冷柜等制冷设备用钢管进行系列化、专业化生产制造。通过本项目的建设，可扩大企业
