34、乳根必庶巫赏瘸脂邵轧趾婚浑楞祭谗些以华苑居住区为例，华苑居住区西邻外环线，东临铁路陈塘庄支线，北至迎水道，南至宾水道，是一个以城市干路和铁路围合的相对独立的居住区。华苑路规划为城市次干路，红线宽30米，它北至城市主干路迎水道，南至城市主干路宾水道，以大弧线（半径为400米）形式纵贯整个居住区，是华苑居住区的主要进出道路，它与城市支路华苑东路（红线宽20米）共同构成居住区内部环路，再加之其他规划支路（红线宽均为20米）和规划小区路（红线宽7米12米）形成环放结构的居住区路网。这种路网结构较之以前的方格网式路网更便于居住区中心与外围道路的交通联系，避免机动车交通直接横穿居住区，减少道路交叉口数量，

35、使若干道路交叉口变“十”字形交叉为“T”形或“Y”形交叉，迫使机动车减速行驶，减少路口冲突点数量，便于组织交通。华苑居住区距外环线内侧34米平行于外环线规划一条红线宽12米的外环辅路，用以疏导居住区内部交通。这种居住区路网结构道路层级清晰，功能明确，过境交通和居住区交通互不干扰，是适应天津市机动车拥有量（主要是私家车）快速增长的新情况，居住区交通由以自行车交通为主向以机动车交通为主转变的较佳形式。k浅析城市居住区道路交通规划holiday, pension and health, cultural and creative experience, sports health, farming,

44、有、从低标准到高标准的发展过程。早在1988年，公安部、建设部就颁布了停车场规划设计规则（试行），并要求各城市结合本地区的具体情况制定相应的实施细则。天津市根据当时机动车辆和非机动车辆拥有和出行情况及城市建设的实际情况，制定了天津市停车场（库）规划设计规则（试行）（DBJ29-6-94）（以下简称规则），由天津市建设管理委员会批准，于1994年3月1日正式施行。原规则中有关指标明显偏低，如仅对高级住宅提出了每户配0.5个机动车停车泊位的要求，对普通住宅未提出机动车停车位配建要求，后在1998年对普通住宅提出了每户配0.25个0.4个机动车停车位的要求。天津市建设项目配建停车场（库）标准（DB2

45、9-6-2004）由天津市建设管理委员会批准，于2005年1月1日正式实施，该标准规定住宅小区每户建筑面积大于100平方米的每户配建1.0个机动车泊位、1.5个非机动车泊位；每户建筑面积小于等于100平方米的每户配建0.7个机动车泊位、1.8个非机动车泊位。近年来随着国民经济快速发展和小汽车迅速进入家庭，有关部门又对2004年版标准进行了修订，在原标准基础上增设了停车场（库）总平面布局的规定内容，重点调整了相关建设项目配建指标，制定新的天津市建设项目配建停车场（库）标准（DB/T29-6-2010），由天津市城乡建设和交通管理委员会批准，于2010年4月1日正式实施，其中住宅停车场（库）配建指
