34、与生态保护责任终身追究制度的要求。,完善环境审计法规依据Improving the legal system for environmental audit,一是研究完善中国的环境审计法规。在“审计法”、“独立审计准则”时增加环境审计的内容，明确环境审计的具体实施办法或指导意见。二是研究建立可操作的环境审计准则体系。借鉴国际环境审计准则的经验，结合中国国情，研究提出环境审计的定义、对象、范围、内容、职责、实施方法、评价标准等可操作的环境审计规范和工作细则,建立环境审计指南和评价体系。,1,完善环境审计的制度框架体系 Creating a sound institutional framewor

35、k for environmental audit,针对环境审计准备、实施、报告和后督办四个环节，建立与之相应的政府环境审计的环境资产统计核算制度、绩效评估制度、核查结论报告与公开制度、后督办制度、责任追究制度等。环境保护部与国家审计署每年定期向全国人大、国务院提交国家环境保护行政审计报告，经国务院审定后，向社会公告。,2,结合环保需要，不断扩大环保专项环境审计，主要包括：对重点污染治理项目进行专项环境审计；对重点环保企事业单位进行专项环境审计；对大气污染防治行动计划、清洁水行动计划、土壤行动计划等进行审计。围绕人大、政府关心的热点、难点和社会关注的问题，逐步拓展固体废物、大气、生态保护等领域

36、，通过对被审计单位项目管理活动的绩效审计，为完善国家宏观经济管理发挥审计监督作用。结合经济责任审计，审计领导干部环保责任履行情况。审计机关应把环保责任履行情况当作重点审计内容之一，坚持经济效益、社会效益、环境效益相统一的原则，认真审查领导者任职期间环保责任目标落实情况。,3,拓展环境审计研究与实践领域Combining with actual work,expanding the field of environment audit research and application,加强环境审计的组织建设Building up the organizations for environment

37、al audit,在现有的区域督查中心的基础上，仿照美国环保大区管理体制和国家国土监察模式，建立国家环境监察体系，并赋予国家环境监察区域机构与审计部门开展地方环境审计的权责。组建专业化的环境审计技术队伍，具体负责组织对各省（区、市）的环境审计支持工作；或实行环境保护行政审计专员制度，各地方派驻环境保护行政审计专员，直接参与各地方经济社会发展综合决策。,4,加强合作与试点，制定推广行动计划Enhancing cooperation and piloting to develop national action plan for environment audit on local government and officials,整合不同部门、不同学科的资源，合作开展研究建立审计、环保、人大监督部门等部门合作机制广泛开展国际合作和交流，开展环境审计培训开展地方政府和官员环境审计试点总结经验，形成规范，逐步推广全国实施,5,
