2、f Public Administration)Supervisor: Prof. DongLang YangMay 2011论文题目:西安市城镇廉租住房保障研究以雁塔区为例学科领域:公共管理硕士(MPA)申 请 人:宋蕊指导教师:杨东朗教授摘 要为解决社会弱势群体的住房困难问题,我国政府早在1998年就提出了廉租住房保障制度。近年来,廉租住房保障制度作为解决低收入家庭住房困难的一项重要举措,已经受到越来越多城市的重视。实践证明,廉租住房保障制度取得了一定的成效,解决了部分低收入家庭的住房问题,但同时也显现出了不少的问题。因此,完善我国的廉租住房保障制度,科学合理的解决社会弱势群体的住房问题,
3、日益成为我国城镇和谐健康发展所面临的紧迫问题。本文选取西安市的廉租住房保障为研究对象,以定性和定量分析、实证和规范分析等为研究方法,对西安市住宅市场、城镇居民的生活现状以及廉租住房保障状况进行了深入分析。通过对西安市住宅市场的分析,发现普通住宅的供不应求导致了其价格的高位运行,远远超出了低收入家庭的支付能力;通过分析西安市低收入城镇居民的居住状况以及收入与支出状况,发现其目前的居住条件不容乐观,需要政府给予帮助;通过分析西安市廉租住房保障政策以及其工作的进展,发现西安市的廉租住房保障工作有待改进。同时,本文选取了西安市雁塔区的廉租住房保障作为案例进行了分析,发现雁塔区的廉租住房保障工作还有待改
4、进,且各街道城镇低收入家庭的住房状况、廉租住房保障工作进程以及居民保障意愿存在很大的差异。然后,本文分析了西安市廉租住房保障中存在的“建设资金来源渠道不多”、“廉租住房房源不足”、“廉租住房保障面窄,保障力度不够”、“保障方式不合理”等方面的问题,并提出了西安市廉租住房保障的若干建议:1、扩大廉租住房保障覆盖面;2、保障方式应以货币补贴为主,实物配租为辅;3、建立健全廉租住房退出与监管机制;4、确保廉租住房的房源供给。本文对西安市廉租住房保障制度的研究具有一定现实意义,力图对西安乃至全国其他城市更好地解决城镇低收入家庭的住房问题起到借鉴作用。关 键 词:廉租住房;城镇低收入家庭;住房保障论文类

Therefore, how to perfect the low-rent housing security system and overcome the housing difficulties of low-income families scientifically and reasonably has become the urgent problems faced by Chinese government to develop harmonious township.This paper selects t
8、he low-rent housing security in Xian as the research object. And the housing market in Xian, the living conditions of urban dwellers and the safeguard situation of low-rent housing have been deeply analyzed by the qualitative and quantitative analysis and the empirical and normative analysis. It is
9、found that the high price of average house which is far beyond the payment capacity of low-income families is caused by the reason that the supply of average house can not meet the demand, and the living conditions of Xian urban residents are not optimistic because of the poor financial situation, t
10、hus the help from government is needed, and the work of Xian government on low-rent housing security needs to be improved. At the same time, this paper selects the low-rent housing security in Yanta District of Xian as a case, and found that the government of Yanta District should improve the effect
11、 of low-rent housing security system, and there are great differences between Streets on the living conditions of low-income urban residents, the process of low-rent housing security system and the willingness of the residents on security. Then, this paper analyzes the problems existing in Xian low-
12、rent housing security system, such as lack of funds, shortage of the low-rent housing , the inadequate security coverage and the deficiency of the supports from government, unreasonable way of security etc, and puts forward several proposals for Xian low-rent housing security system: 1, Expanding th
13、e coverage of low-rent housing security. 2, Monetary subsidies should be taken as the first priority, and supplemented with the in-kind subsidies. 3, Establishing and perfecting the supervision and quit mechanism. 4, Ensure the sufficient supply of low-rent housing.This paper has important practical
