29、能力提供了参考。关键词：区域物流；区域经济；区域物流能力待添加的隐藏文字内容3引言区域经济交流和合作已成为一种普遍的经济现象，区域间物流、商流、信息流、资金流等不断涌现，使物流活动变得日益频繁。如何构建区域物流体系已成为区域经济快速、健康、稳定、持续发展等待解决的问题。区域物流体系的构建是一个极其复杂的问题，涉及物流基础设施平台、物流信息平台以及物流政策平台的规划和建设。而区域物流能力的提升必须以区域物流需求为导向，以满足区域经济当前以及未来的发展需要。因此研究区域物流与区域经济的关系，特别是区域物流能力与区域经济发展水平的关系，是非常必要的。1 区域物流能力概述1.1 物流能力的涵义物流能力

30、是指某特定的物流系统，从接受客户需求、处理订单、分拣货物、运输到交付给客户的全过程中，在响应速度、物流成本、订单完成准时性和订单交付可靠性等方面的综合反映，也可以简单地把物流能力理解为是由物流系统的物质结构（如配送中心数量与规模、运输能力、分拣处理的设备能力等）所形成的客观能力，以及管理者对物流运作过程的组织与管理能力的综合反映。物流能力有狭义和广义之分。狭义的物流能力指物流设施设备或物流系统的容量或能力；广义的物流能力是指企业的物流运作能力，它反映了组织的综合物流功能水平。1.2 区域物流能力区域物流以及区域物流能力二者在概念上是有区别的。区域物流是指在区域范围内的一切物流活动，包括运输、保

31、管、包装、装卸、流通加工和信息传递等功能实体性的流动以及物流过程中各环节的物品运动。区域物流是区域经济的重要组成部分，它侧重于城市之间、城乡之间的供应者到需求者的物品运输和集散一体化的过程，目的是运用区域概念和战略的手法解决有关大范围物流的各种主要问题，实现区域物流的最佳化。区域物流能力则是指区域范围内的物流部门为本辖区社会经济发展需要提供物流支撑和服务的能力。1.3 区域物流能力的构成要素从企业的角度提出物流能力既包含了企业物流设施设备生产能力等静态能力，也包含了企业管理与经营物流的动态能力，以及企业对上述二者协调运作的综合控制能力。供应链环境下的物流能力是由物流要素能力和物流运作能力综合而

32、成的。区域物流是众多微观物流作业、企业物流在区域空间领域的反映，更强调系统整体性运作。站在区域范围的高度，区域物流能力是由区域物流要素能力、物流企业经营服务能力、区域物流协调能力构成。区域物流要素能力是指区域物流体系中的各种资源，包括物流基础设施、物流信息技术以及物流设备等。2.1 区域物流能力与区域经济发展水平的关系现代物流业将进一步带来商流、资金流、信息流、技术流的集聚，以及交通运输业、商贸业、金融业、信息业和旅游等多种产业的发展，这些产业都是区域经济新的增长点。从这个角度来说，现代物流的发展有利于区域产业结构向高度化方向发展。基于增长极理论的区域物流基础设施平台规划的核心是重点对区域物流

33、增长极的物流资源进行配置。对区域物流增长极的选择一般依据区域物流现状，选择经济发展水平较高的区域，或者物流发展条件较为优越、发展潜力较高的地区。根据条件的优先在区域物流增长极中规划建设物流基础设施，重点规划物流园区和物流中心等大型物流结点以及主干通道和次干通道，构筑起一个主次分明、重点明确的物流基础设施平台，并借助物流增长极的极化和扩散效应来推动区域物流业的一体化和现代化。2.2 区域物流能力与区域物流需求的关系区域物流需求是指区域内或区域外经济发展过程中所需要的物流相关活动。它是一种派生需求，主要来自于当地工商企业以及普通消费者对物流服务的需求，如果只强调现代物流业的发展，而忽视了当地经济发

34、展的水平，物流业的发展也就失去了物质基础。同时，一个区域的协调发展离不开该区域内物流服务支持。对于物流需求的分析，主要基于城市的产业布局调整以及对区域经济发展情况的预测。城市产业布局的发展与调整，将直接影响物流需求的分布状况及需求类型，区域经济的发展状况也将直接影响区域物流需求量的大小。而物流需求的类型、规模以及分布将是影响物流基础设施规划的主要因素。只有把握了物流需求特征才能保证物流基础设施规划的质量，才能保证区域物流能力的充分发挥。结论通过区域物流能力与区域经济关系的分析，可以得出区域物流能力的规划和建设应适应、适当超前于区域经济发展，从而起到促进拉动区域经济发展的作用而不至出现资源浪费。然而目前对于物流能力研究还不够系统深入，关于物流能力的概念，物流能力的构成要素、度量方法、评价指标等都还没有统一的界定。对物流能力的研究范围也仅限于企业层面和供应链层面，未能从更高层面进行协调。这一系列的问题都可能造成对区域物流能力规划预测的偏差，而导致区域物流能力和区域经济的不协调发展。它急需做进一步定量研究。
