12、应急预案2- 100 -HSE PlanHSE管理方案1 Principle and Aim of HSE Plan HSE管理方针、目标1.1 Principle: Human shall be the root. Safety First. Prevention is the major Measurement.方针：以人为本，安全第一，预防为主。We will provide a safe working condition for worker. The environment harmless construction method shall be used.我们承诺为作业人员提供

13、一个安全的作业环境，采用对环境没有损害的施工方法。1.2 Aim 目标1.2.1 To avoid death accident, serious injury, fire and other serious safety accident.杜绝死亡事故、重伤事故、火灾事故和其它重大安全事故。1.2.2 Zero Accident, Zero Injury零事故，零伤害。1.2.3 No Harm and Contamination on Environment不损害、污染环境。1.2.4 Pay attention to housekeeping, material shall be sto

14、red in order.文明施工、现场整洁，材料堆放整齐。1.2.5 Canteen, bathroom, toilet and camp for CNCEC person shall be clean.职工食堂、浴室、厕所、住所符合健康、清洁要求。2 HSE Management Organization HSE管理组织机构HSE management committee will be established for project team which the project manager and site manager will be the chairman. The memb

15、er of HSE management committee is construction manager, safety manager, department managers，construction team leader（engineer） ，safety engineer, safety inspector. Safety manager, as an assistant of project manager, whose responsibility is supervise and manage the site safety, housekeeping, environme

16、nt protection. Safety engineer, safety inspector shall be arranged, Please refer to the attached HSE organization chart.项目部成立以项目经理和现场经理为首的安全生产领导小组，小组成员有施工经理、安全经理、部门经理和施工队长（工程师）、安全工程师、安全员。项目部设置安全经理，协助项目经理对施工现场安全生产、文明施工、环境保护、职业健康工作进行有效的监督、管理。安全经理下设专职安全员、HSE管理组织机构图（见附图一）。Monthly meeting will be held by

17、 HSE management committee to solve the problem during inspection, to consider countermeasure, to check the un-completed item during inspection of last month and other issues related to HSE. HSE mass meeting will be held by safety manager on every week, all the safety management staff shall take part

18、 in the meeting. 21、ze, design, control and coordinate for the project HSE work.组织、策划、控制与协调对本项目的HSE管理工作。3.1.3 Project manager shall establish the HSE management system, organize the relative person to prepare the HSE management rules to ensure the construction and the housekeeping can be performed in safe condition, so

22、 that to reach the HSE managing aim.负责建立项目部HSE管理机构、组织制定HSE管理制度，确保安全生产、文明施工，达到预期的管理目标。3.1.4 Project manager shall arrange enough cost, manpower and equipment for HSE managing work.落实项目HSE管理所需的资金、人员、设施等资源。3.1.5 Project manager shall give the instruction to carry out the emergency plan while the emerge

23、ncy incident occurred; shall organize the salvage and cooperate for investigation.发生紧急情况后启动应急救援预案，组织抢救并配合调查。3.2 Field Managers HSE Responsibilities 项目现场经理HSE职责Field Manager shall be as assistant of project manager, and he is authorized person to perform the project managers HSE responsibilities whil

24、e project manager is absent.协助项目经理工作。在项目经理不在项目部时，履行项目经理HSE职责。3.3 Construction Managers HSE Responsibilities 项目施工经理职责3.3.1 Construction manager shall response for the site HSE managing work under project managers leading.在项目经理的领导下对施工现场的HSE管理工作负责。3.3.2 Construction manager shall response for the HSE p

25、lan organization and execution. Construction manager shall make the schedule, arrangement, inspection, summarizing and appraising through comparison for construction work, meanwhile, the same work shall be done for HSE by construction manager.组织实施HSE管理规章制度，在计划、布置、检查、总结、评比生产时，同时计划、布置、检查、总结、评比HSE工作。3.

26、3.3 Construction manager shall push the relative person for the safety potential dangerous and stop the infringed work.督促安全隐患的整改，制止违章作业。3.3.4 In case the accident occurred, construction manager shall give the instruction to protect the accident area, shall participate the accident investigation, and

27、 shall take action of countermeasure.发生事故后，组织保护现场，参加事故分析，落实防范措施。3.4 TCC Safety Managers Responsibilities TCC安全经理职责Safety manager shall supervise and manage the site construction safety, housekeeping, environment protective, and occupation health work under project managers leading. He also shall ens

28、ure all site work activities meet the requirement on health, safety and environment protective by EPCL PVC, CNCEC and local government. HSE inspection shall be organized and executed by safety manager. Suitable HSE plan, rules shall be prepared by safety manger. Safety manager also will supervise th

29、e PPE issuing and usage. In case the accident occurred, safety manager shall perform the investigation and handling. Safety manager is authorized to stop the work under the dangerous condition.在项目经理的领导下，负责对施工项目安全生产、文明施工、环境保护、职业健康工作进行有效的监督和管理，保证在现场进行的全部工作符合业主、公司、当地地方政府对健康、安全、环保的标准要求。组织进行HSE检查，制定适合项目的

30、HSE管理制度、管理方案，监督劳动防护用品的发放和使用。组织事故调查和处理。在危险危急情况下有权发布停工令。3.5 CC-7 Safety Managers Responsibilities CC-7安全经理职责To implement the HSE procedure strictly and confirm responsibilities of safety engineer and inspectors, and they should be supervised and managed effectively. You should ensure to implement the

31、safety technology during the construction .To organize HSE checking. And he shall negotiate with other departments to make sure the specific person to supervise and rectify the hidden hazards. Meanwhile, its necessary to investigate accidents and issue the order of stopping work under the emergency

32、condition.严格有效执行安全管理体系，明确安全工程师和安全员的职责，并对其进行有效的监督和管理。组织HSE检查，确保施工过程中安全技术措施的落实。与项目其它部门进行有效协调，明确隐患整改人，督促安全隐患及时整改。组织事故调查处理，在紧急危险情况下，有权发布停工令。3.6 Safety Engineers Responsibilities 安全工程师职责The safety training engineer is responsible for the training of Chinese newcomers and special type of work, and educate

33、s them to redress the incorrect operation; the training of emergent rescue and the management of safety document .Safety engineer for scaffoldings is responsible for checking the design of scaffolding. Before using the scaffoldings, the safety engineer should hang the tag and supervise to rectify th

34、e hidden hazard. Safety engineer for instruments is responsible for checking and posting the equipments at the site and to rectify the hidden hazard. 安全培训工程师负责全场新进中国人员的入场培训，特殊工种的专项培训，违章操作再教育，紧急救援培训及安全文件资料管理。专业安全工程师负责对脚手架搭设方案审核，脚手架搭设完成后挂牌验收，督促脚手架隐患整改。专业安全工程师负责现场机具，用电设备检查贴标，督促机具设备隐患整改。3.7 Safety inspe

35、ctors Responsibilities 专职安全员职责Safety inspectors shall response for the safety manager as assistant under safety managers leading. Safety inspectors shall supervise for the execution of the HSE managing rules and safety measurement in their own area. Safety inspectors shall participate the HSE inspec

36、tion. He can stop the infringed work. Safety inspector is authorized to stop the work under the dangerous condition, and he will report to safety manager timely. Safety inspector shall study the HSE managing development and submit the suggestion and measurement for improvement. Safety inspector shal

37、l participate or organize the inspection work for related safety protective facilities. Safety inspector also will supervise the PPE issuing and usage. Monthly statistic, analyze and report for HSE managing shall be performed by safety inspector. The area safety inspector should insist on cruising,

38、supervising and make relevant records everyday. 监督HSE管理制度和安全技术措施的落实。对各自区域进行HSE检查，制止违章作业。在危险危急情况下有权发布停工令，并及时报告安全经理。了解HSE管理动态，提出改进建议和措施。参加或组织对有关安全防护设施的验收工作。监督劳动防护用品的发放和使用。对HSE管理情况进行月度统计、分析、上报。区域安全员应坚持每天现场巡查和监督，并作好相关记录。3.8 Construction Engineers HSE Responsibilities 工程技术人员HSE职责3.8.1 Construction engine

39、er shall execute the HSE rules.认真执行HSE规章制度。3.8.2 While engineer prepare the construction method statement, the relative safety measurement shall be prepared.编制施工方案的同时，制定有针对性的安全技术措施。3.8.3 Safety clarification shall be given to worker by engineer. And it must have written records.进行安全技术交底，交底应有书面记录。3.8

40、.4 Construction engineer shall supervise the workers complying the construction method and operation rules. Construction engineer can stop the infringed work.督促作业人员严格执行施工工艺及操作规程，制止违章作业。3.8.5 Construction engineer shall participate the inspection work related the safety protective facilities.参加有关安全防护

41、设施的检查验收工作。3.8.6 Construction engineer shall participate the safety measurement preparation work for the new technical, new material, new construction method and new 参加制定新技术、新材料、新工艺、新设备相应的安全技术措施。3.8.7 Except above responsibilities, electrical engineer also response for the following items. a. to prep

42、are “Method Statement for Construction Temporary Electrical”; b. He will attend the safety inspection for construction temporary electrical which will be held once a month. He will response for the rectification work regarding the potential dangerous of construction temporary electrical.电气技术人员除了履行以上

43、职责，还应履行：a. 编制“临时施工用电方案”； b. 参加每月一次施工用电安全检查，并负责对施工用电安全隐患的整改。3.8.8 The technicians and captain must apply to the area safety inspector before they are ready to work under the safe condition. The detail can be referred to the requirement for work permit.工程技术人员、队长在进行作业许可规定的作业前，必须向区域安全员申请，区域安全员在保证安全措施的前提

44、下，进行批复后才可作业。具体参见作业许可规定。3.9 Workers HSE Responsibilities 作业人员HSE职责Worker shall strictly comply with the company and project teams HSE rules. Worker shall perform the construction work as per safety requirement. Worker can stop the infringed work and refuse the infringed instruction. Worker shall carr

45、y out the housekeeping, comply the HSE managing and command. Any accident or potential dangerous is discovered, it shall be reported to relative person.严格遵守公司、项目部制定的HSE管理规章制度。严格按安全规程实施作业，有权制止违章作业，有权拒绝违章指挥。文明施工，服从HSE管理和指挥。发现事故或事故苗头，立即报告上级有关人员。4 HSE Management Principle 项目HSE管理原则“Human shall be the ro
