1、设计总说明 随着我国十一五计划即将完成和十二五计划的规划实施,国家经济建设的迅猛发展,使资源、能源供应变成了制约经济发展的瓶颈,尤其是有色金属的旺盛市场需求,更是使全国的原生自然资源遭到近似掠夺性的开发,尽管如此仍不能满足大规模经济扩张带来的资源的巨量需求,特别是对钢铁与有色金属等国家战略物资的需求,同时,原生资源开发的废弃物排放和环境污染问题也日益严重,直接影响到我国和谐社会的建设和人民生活水平的根本改善。本项目的建成将极大地促进文安县的经济发展,为项目所在地提供大量的就业岗位,推动当地物流产业的发展,以及相应的一些再生资源利用企业的发展,从而提高整个区域经济的发展水平。如果能够充分利用本项
2、目的龙头作用,带动相关产业链的形成,则本项目给当地经济带来的效益应是巨大的。建设项目利用水资源,必须遵循合理开发、节约使用、有效保护的原则;符合江河流域或区域的综合规划及水资源保护规划等专项规划;遵守经批准的水量分配方案或协议。水资源论证是实现水资源条件与经济布局相适应、水资源承载能力与经济规模相协调、促进水资源的合理开发和优化配置的重要保证。通过对项目所在区域水资源状况及其开发利用的分析,取用水合理性分析、取水水源论证以及取退水的影响分析等方面工作,论证项目的可行性,提出水资源开发利用过程中的合理性建议和措施。建设项目水资源论证工作的目的就是通过利用已有水文地质勘察资料及水文观测资料,对建设
3、项目取用水方案,取用水的水量、水质进行合理性和可行性分析,并就取退水对周围用水户和地下水环境的影响进行分析论证,提出切合实际的意见和建议,作为水行政主管部门审批取水许可的技术依据。文安县在廊坊市的南端,大部分地区属海河流域大清河水系,中北部地区属大清河南支,南部地区属子牙河水系。该县境内河流均为季节性河道,主要承担过洪任务,非汛期过流很小,地表水利用量很少。区域浅层地下水补给源主要是降雨入渗补给,依据廊坊市水资源评价(2007年),文安县浅层地下水资源量5673万m3,采用面积比拟法计算论证区水资源量为538万m3。浅层淡水主要分布在文安西北部地区,论证区浅层地下水大部分为咸水或薄层淡水,水质
4、较差,开发利用率较低。经计算,论证区深层地下水侧向补给量为147.6万m3,越流补给量为128万m3/a,深层地下水允许开采量为275.6万m3/a。论证区目前无工业开采,仅有少量生活用水开采,生活用水量67.7万 m3。根据本项目的供水合理性分析,供水工程规模应为418m3/d,即15.257万m3/a,取水量较小,不会对区域地下水造成大的影响。建设项目水源地深层地下水水质为氯化物钠型水,矿化度均小于1g/L,大部分井点氟化物略为超标,其它项目均符合中华人民共和国饮用水卫生标准(GB57492006)。取水水源作为生活饮用水,必须增加降氟设备,经过降氟处理使氟化物含量低于饮用水标准后方可供水
5、。水资源保护也是一项不可缺少的环节,要做好水资源保护工作以满足用水的需要和国家政策要求。取水井口应严格封闭,井内装置应使用对地下水无污染的材料,井口之上若有构筑物,应留有检修用的足够高度或在构筑物上留有检修口;对生活用水一定要采取降氟措施,达到饮用水标准以上方可使用,同时对生活污水的处理一定要达到标准后,方可作为中水回用;供水工程所在区域,水行政主管部门要加大水资源管理力度,推广节水灌溉,采用喷灌、滴灌等措施,配合农业结构调整,减少耗水作物种植面积,减少农业对深层地下水的开采;加大节约用水、合理用水的宣传力度,提高物业管理员工的业务素质和广大居民的节水意识,定期进行考核,使节约用水成为全体居民

According to the rational analysis of the water supply project, water supply project size should be 418m3/d, or 152,570 m3/a, small quantity of water will not cause a big impact groundwater.Construction projects for the water to deep groundwater qual
21、ity sodium chloride type water, salinity less than 1g/L, most of the fluoride wells slightly exceeded, other projects are in line with the Peoples Republic of drinking water health standards GB5749-2006. Water as drinking water, must be increased to reduce fluoride equipment, after treatment to redu
22、ce fluoride to fluoride content of drinking water standards be lower than the water supply. Protection of water resources is also an indispensable part, to do a good job protecting water resources to meet the water needs and national policy requirements. Water wells should be strictly closed, the we
