Scope适用范围1.1 Thisdocumentissuitabletoxxxxeforcontrolandadministrationoftraining,examination,qualificationandcertificationofNDEpersonnel.本实施细则适用于本公司无损检测人员培训、考核、资格鉴定和证书发放的限制及管理。1.2 ThisWrittenPracticeispreparedbytheQAEngineerbaseduponSNT-TC-IAandsatisfiestherequirementsofASMECodeapplicableSections,andmeetsparticularneedsofXXXXE.本实施细则由质保工程师依据SNT-TC-IA和ASME规范相关卷的要求，并结合本公司具体状况制定。1.3 OnlytheNDEpersonnelwhohavebeenqualifiedandcertifiedby×XXXEinaccordancewiththisWrittenPracticeareallowedtoperformthenondestructiveexaminationofASMECodeitems.只有按本实施细则培训考核合格，并由本公司发给资格证书的无损检测人员,才允许担当ASME规范产品的无损检测工作。1.4 Eachqualifiedpersonnelcanonlybeengagedinthenondestructiveexaminationwithrelationtoqualifiedexaminationmethod(s)andhislevel,andshallexerciseresponsibilityofrelevantlevel.不同种类的技术资格等级人员，只能从事及该类检查方法和等级相适应的无损检测工作，并负有及其等级相应的技术责任。1.5 NondestructiveTestMethods无损检测方法1.5.1 QualificationandcertificationofnondestructivetestingpersonnelinaordancewiththisWrittenPracticeshallbeapplicabletoeachofthefollowingmethods:本实施细则对无损检测人员的资格鉴定和批准适用于下述方法：(1) RadiographicTesting(RT)(2) 射线照相检验方法；(3) 1.iquidPenetrantTesting(PT)液体渗透检验方法：(4) MagneticParticlesTesting(MT)磁粉检验方法1.5.2 AccordingtoSNT-TC-IAandtherequirementsofcustomers,qualificationandcertificationofnondestructivetestmethodsotherthanthemethodsinPar.1.5.1shallbeestablishedasanappendixofthisdocument.2 依据SNTTC-1A和用户的要求，除了1.5.1规定的方法以外的无损检测方法，需另行制定考核鉴定的方法，作为本文件的一个附件。3 1.evelsandResponsibilityofQualification资格等级和责任3.1 InaccordancewithrelevantrequirementofSNT-TC-IA,thelevelsofqualificationaredividedintothreelevels(LevelI,IlandIII)foreachNDEmethodasspecifiedinPar.1.5.1.WhileintheprocessofbeingqualifiedandcertifiedtoNDELevelrequestedbyhim,anindividualshallbeconsideredatrainee.Thetraineeshallnotindependentlyconduct,interpret,evaluateorreportofanyNDEoperation.无损检测人员的资格等级，按SNT-TC-IA及1.5.1节规定的每一种无损检测方法分为三个等级，即I、II、山级。无损检测人员在考核、确认期间应看作学员，不能单独从事任何无损检测工作。3.2 NDELevelIExaminer无损检测I级人员AnNDELevelIExaminershallbequalifiedtoproperlyperformspecificcalibrations,specifictests,andspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowrittenInstructionsandtorecordresults.TheNDELevelIExaminershallreceivethenecessaryinstructionorsupervisionfromacertifiedNDELevelIIor11IExaminer.I级无损检测人员应能依据书面工艺卡正确执行指定的校准、试验和有关验收及拒收的工作，并能记录试验结果。无损检测I级人员应得到已取得资格的无损检测II或III级人员必要的指导或监督。3.3 NDELevelIlExaminer无损检测11级人员AnNDELevelIlExaminershallbequalifiedtosetupandcalibrateequipmentandtointerpretandevaluateresultswithrespecttoapplicablecode,standards,andspecifications.TheNDELevelIlshallbethoroughlyfamiliarwiththescopeandlimitationsofthemethodsforwhichheisqualifiedandshallexerciseassignedresponsibilityforon-the-jobtrainingandguidanceofNDELevelIpersonnel.TheNDELevelIlshallbeabletoorganizeandreporttheresultsofexaminations.无损检测11级人员应能按有关规范、标准和规程调整和校准设备；说明和评定试验结果。H级人员应熟悉已被批准的试验方法的适用范围和局限性，并负责1级人员（学员）的在职培训和指导。II级人员应能编制报告和评定检测结果。3.4 NDELevelIIIExaminer无损检测W级人员AnNDELevelIIIExaminershallbecapableof,establishing,verifyingandapprovingprocedures,interpretingcodes,standards,specifications,andprocedures;anddesignatingtheparticularNDEmethods,techniques,andprocedurestobeused.TheNDELevelIIIshallberesponsiblefortheNDEoperationsforwhichqualifiedandassignedandshallbecapableofinterpretingandevaluatingresultsintermsofexistingcodes,standards,andspecifications.TheNDELevelIIIshallhavesufficientpracticalbackgroundinapplicablematerials,fabrication,andproducttechnologytoestablishtechniquesandtoassistinestablishingaeptancecriteriawhennoneareotherwiseavailable.TheNDELevelIIIshallhavegeneralfamiliaritywithotherappropriateNDEmethods,asdemonstratedbyanASNTLevelIII不basicexaminationorothermeans.TheNDELevelIII,inthemethodsinwhichcertified,andshallbecapableoftrainingandexaminingNDELevelIandIIExaminersforcertificationinthosemethods.无损检测11I级人员应能制定、验证和批准规程；说明规范、标准、技术条件和工艺规程；确定检验对象的检测方法、技术和检验方案；In级人员应能负责被批准和被指派的无损检验操作，并能依据现有的规范、标准和规程，对检验结果进行说明和评定；In级人员对有关材料、生产和制造工艺具有足够的实践阅历，以便制定试验方法和在没有标准的状况下帮助制定验收标准。川级人员应熟悉在美国无损检测协会（ASNT）的基础考试中出现其它适宜的无损检测方法或其它检测手段。已经持有相应方法的In级人员应能对1级和II级人员进行培训和资格鉴定考试。QualificationRequirementsforNDEPersonnel无损检测人员资格鉴定要求1.1 Personnelbeingconsideredforcertificationinnondestructivetestingshallhavesufficienteducation,training,andexperiencetoensureunderstandingoftheprinciplesandproceduresofthosemethodsoftestinginwhichtheyarebeingconsideredforcertification.对考虑要确认的无损检测人员，应受到充分的教化、培训，并具有足够的实践阅历，以确保他们懂得要被确认的检验范围原理和操作工艺。1.2 PersonnelbeingconsideredforqualificationexaminationmustcarryonavisionexaminationspecifiedinPara.8.Onlywhenpassingthevisionexamination,theymaytakepartintheexaminationbyapproval.申请资格鉴定考试的无损检测人员，必需进行第8节所述的视力检查。只有视力检查合格者，方可参加考试。1.3 Documentedtrainingand/orexperiencegainedinpositionsandactivitiesequivalenttothoseofLevelI,Iland/orIIIpriortoestablishmentofthisWrittenPracticemaybeconsideredinsatisfyingtherequirementsofPar.5.1and6.1.ThoserecordsforLevelI,IlshallbecertifiedbytheQAManager.ThoserecordsforLevelIIIshallbecertifiedbytheGeneralManager.在本实施细则生效前，有书面材料能证明有相当于I、II和/或In级的培训，和/或及其级别相适用的阅历及实力，那么就可以认为是满意了本实施细则的5.1和6.1节的要求。I、11级人员的记录应由质保部长批准。In级人员的记录应由总经理批准。4 ResponsibilitiesofRelevantPersonnel相关人员的职责4.1 TheNDELevellIIExaminershaIIberesponsibleforapprovaloftheWrittenPracticebasedontherequirementofSNT-TC-IA.无损检测III级人员应负责批准满意SNT-TC-IA要求的本公司书面实施细则。4.2 TheQAManagershallreviewthebackgroundmaterialsandtherecordsfortraining,examinationandqualificationoftheXXXXE'sNDEIIILevelpersonnel.BasedontheXXXXE,sWrittenPractice,theQAManagershallrecommendanapplicantofXXXXELevelIIItoGeneralManager.TheQAManagershallreviewthebackgroundmaterialsandtherecordsforXXXXE,sNDELevelI,Ilpersonnelqualification.质保部长应审核本公司无损检测III级人员的材料、培训考试和资格认可的相关记录。依据本公司的实施细则，质保部长应向总经理举荐无损检测HI级人员。质保部长审核本公司无损检测1,11级人员资格认可有关的材料和记录。4.3 ThequalifiedNDELevelIIIExaminer(eitherfromtheoutsideagencyortheXXXXE)whohasbeenauthorizedbytheGeneralManagershallperformthetraining,examinationandqualificationoftheNDELevelI,IlandIIIExaminer.不管其来自外部机构，还是本公司的，已获得总经理授权的且已具有资格的无损检测In级人员，应对无损检测人员(I、Il和In级)实施培训、考试和资格认可。5 InitialQualificationofLevelIIIIII级人员首次资格鉴定5.1 EducationandExperience文化程度和专业工龄Ibbeconsideredforcertification,acandidateshallsatisfyoneofthefollowingeducationandcriteriaforinitialqualificationofLevelIII:对于无损检测W级人员首次资格鉴定,应试者需满意下列文化程度和规则之一:(1) Havegraduatedfromaminimumfour-yearcollegeoruniversitycurriculumwithadegreeinengineeringorscience,plusoneadditionalyearofexperiencebeyondthelevelIlrequirementsinNDEinanassignmentcomparabletothatofanNDELevelIlintheapplicableNDEmethod(s);or;四年制以上学院或高校毕业，具有工科或理科学位，对申请批准的方法，再附加一年至少相当于II级的专业工龄，相当于有关无损检测方法的Il级专业工龄；或(2) Havecompletedwithpassinggradesatleasttwoyearsofengineeringorsciencestudyatauniversity,college,ortechnicalschool,plustwoadditionalyearsofexperiencebeyondthelevelIlrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelIlintheapplicableNDEmethod(s);or;二年制以上的工科或理科高校，学院或技术学校毕业，对申请批准的方法，再附加二年至少相当11级的专业工龄，相当于有关无损检测方法的Il级专业工龄；或(3) HavefouryearsofexperiencebeyondthelevelIlrequirementsinNDEinanassignmentatleastcomparabletothatofanNDELevelIIintheapplicableNDEmethod(s).对申请批准的方法，具备四年至少相当于11级的专业工龄,相当于有关无损检测方法的Il级专业工龄。ForcertifieddirectlytolevelIIIwithouttrainingtimerequiredbyLevelIandIIpersonnel,therequiredtrainingtimeshallconsistofthesumofthetimerequiredforLevelIandLevelIItraining,plusanyadditionalformaltrainingasdefinedintheAppendixIofthisWrittenPractice.对于未经I、II级人员所需培训的干脆批准为IH级的，所要求的培训时间是由I、11级人员所需时间的总和，再加上在本公司的实施细则附录I所规定的附加正式培训时间而组成。5.2 ExaminationsforLeVelIn无损检测III级人员的考试TheQAManagershalladministertheexaminationsfortheLevelIII.AdditionaloutsideNDELevelIIIpersonnelmaybeusedtoassistontheeffort.质保部长应负责In级人员的考试。外单位的无损检测In级人员可以用于帮助质保部长完成上述考试。5.2.1 BasicExamination(requiredonlyoncewhenmorethanonemethodexaminationistaken)基础考试(多种方法考试时，只考其中一种)Theminimumnumberofquestionswhichshallbegivenisasfollows:考题数目最少如下：(1) Fifteen(15)questionsrelatingtounderstandingtheSNT-TC-1Adocument;理解SNT-TC-IA文件的考题：15道；(2) Twenty(20)questionsrelatingtoapplicablematerials,fabrication,andproducttechnology;相关的材料、制造和产品工艺技术考题：20道；(3) Twenty(20)questionsthataresimilartopublishedLevelHquestionsforotherappropriateNDTmethods.其它相关无损检测方法的正式出版的相当于II级人员的考题：20道。5.2.2 MethodExamination(foreachmethod)方法考试(每种检验方法)(1) Thirty(30)questionsrelatingtofundamentalsandprinciplesthataresimilartopublishedASNTLevelI11questionsforeachmethod,and每种检验方法正式出版的相当于ASNT(美国无损检测学会)11I级人员的基础及原理的考题：30道；(2) Fifteen(15)questionsrelatingtoapplicationandestablishmentoftechniquesandproceduresthataresimilartothepublishedASNTLevel11Iquestionsforeachmethod,and每种检验方法正式出版的相当于ASNTIn级人员的技术及工艺规程的应用和建立的考题：15道；(3) Twenty(20)questionsrelatingtocapabilityforinterpretingcodes,standards,andspecificationsrelatingtothemethod.及申请方法有关的说明规范、标准和技术条件实力的考题：20道。5.2.3 SpecificExamination(foreachmethod)专用学问考试(每种检验方法)Twenty(20)questionsrelatingtospecifications,equipment,techniques,andproceduresapplicabletotheemployer'sproduct(s)andmethodsemployedandtotheadministrationoftheXXXXE,sWrittenPractice.及雇主产品和方法有关，及本公司书面实施细则有关的技术条件、设备、技术及工艺规程考题：20道。5.3 VisionExamination视力检查ThecandidateshallbegivenavisionexaminationinaccordancewithPar.8,andtheexaminationshallbeacceptable.申请者应依据第8节的要求进行视力检查，并需合格。5.4 TheDetailofthetrainingcourseisshowninAppendixIofthisWrittenPractice.各方法、级别的培训大纲详见本实施细则的附录I。6 InitialQualificationofLevelIandIlI、11人员级首次资格鉴定6.1 WorkExperience工龄TobeconsideredforcertificationasanNDELevelIandII1theapplicantshallsatisfytheexperiencerequirementsforapplicabletestmethodandLevel,asspecifiedinTableI.对于考虑要进行资格鉴定I和11级的申请人，应满意相应检测方法和等级的工龄要求，其要求见表IONotesrTabIeIappliestoalleducationallevelsofapplicants.ForLevelIlcertification,theexperienceshallconsistoftimeatLevelI.IfanapplicantisbeingqualifieddirectlytoNDELevelII,therequiredexperienceshallconsistofthesumofthetimesrequiredforLevelIandLevelII.Experiencemaybegainedsimultaneouslyintwoormoremethodsprovidedtheapplicantspendsaminimumof25%ofhistotalworktimeoneachmethodforwhichcertificationissought.注：对取口级资格，表I适用于全部文化程度的申请人，工龄包括I级的时间。假如申请人员没有I级的工龄，要干脆取得n级资格，则要求的工龄应包括I级和n级的要求工龄的总和。如申请人同时申请两种或两种以上的方法,其所申请的每一种方法的工龄至少占总工龄的25%,且需把两种或两种以上方法的工龄累加计算.6.2 Training培训I6.2.1 NDELevelIIIExaminershallpreparethetrainingprogramforeachlevelofNDEmethod.Theseoutlinesincludeteachingmaterial,referenceanddatatobeusedintraining.无损检测In级人员应编制无损检测方法的每一个等级培训大纲。该大纲包括培训所用的教材、参考书和资料。6.2.3 Thetrainingcourseoutlinesshallalsoincludesufficientexaminationtoassurethattrainingmaterialhasbeencomprehended.ThetrainingcourseoutlinesarebasedonSNT-TC-IA,andAppendixIandthefollowingTable.培训大纲也包括足够的考试，以保证培训资料被充分地理解。培训大纲的编制依据是SNT-TC-1A、本实施细则附录I和下列表中所规定的内容。TestingMethods检测方法TrainingCourseTableNumber大纲编号RadiographicTesting射线照相检测1ALiquidPenetrantTesting液体渗透检测1DMagneticParticlesTesting磁粉检验1B6.3 Examinations考试TheNDELevelIIIExaminerintheapplicabletestmethodsshalladministerandgradeexaminationsforNDELevelIandllpersonnel.AllquestionsusedforLevelIandIlexaminationsshallbeapprovedbytheNDELevelIIIExaminerabove-mentioned.Writtenexaminationsshallbeclosed-bookexceptthatnecessarydata,suchasgraphs,tables,specifications,procedures,codes,etc.,maybeprovidedwithorintheexamination.负责该方法考核的无损检测In级人员，主持对I级、口级申请人的考试和评分。无损检测I级、11级人员的考试题目应由上述无损检测In级人员批准。除了供应必备的资料，如曲线、图表、规范、技术条件和规程以外，书面考试应是闭卷考试。6.3.1 General(Written)通用考试(书面)(1) Thegeneralexaminationsshallbeaddressedtothebasicprinciplesoftheapplicablemethodtothedegreerequired.通用考试：是考有关检测方法的基本原理，并达到所要求的程度。(2) Inpreparingexamination,NDELevelI11Examinershallselectordevisetheappropriatequestionscoveringtheapplicablemethodtothedegreerequired.在编制考题时，无损检测m级人员应选择或自行编制可覆盖该方法且及所申请的等级程度相同的试题。(3) Theminimumnumberofquestionswhichshallbegivenareasfollows:试题数目至少按下列要求：TestMethod检测方法RTPTMTNumberofQuestion试题数目I40Il40I40Il40I40Il406.3.2 Specific(Written)专用学问考试(书面)(1) Thespecificexaminationshalladdresstheequipment,operatingprocedures,andtesttechniquesthattheapplicantmayencounterduringspecificassignmentstothedegreerequired,includingspecification,codes,andacceptancecriteriausedbyXXXXEsNDEprocedures.专用学问考试：是考申请人在指派的工作中可能遇到的设备、操作程序和检测技术，涉及的范围包括在本公司工艺规程中应用的规范和验收标准(2) Inpreparingtheexamination,NDELevelIIIExaminershallselectordeviseappropriatequestionscoveringthecodes,customers'specification,andXXXXEsNDEprocedures.在准备考试时，无损检测In级人员依据规范和本公司无损检测工艺规程选择试题。(3) Theminimumnumberofquestionswhichshallbegivenareasfollows:试题数目至少如下：TestMethod检测方法RTPTMTNumberofQuestionIIlIIlIIl试题数目2020202020206.3.3 Practical实际操作考试(1)Theapplicantshalldemonstratefamiliaritywithandtheabilitytooperatethenecessarytestequipment,recordandanalyzetheresultantinformationtothedegreerequired.应证明申请人能娴熟地操作所用的检验设备，记录和分析试验结果。(2)AtleastoneflawedspecimenorcomponentshallbetestedandtheresultoftheNDEanalyzedbythecandidate(LevelIandIlpersonnel)至少供应一件有缺陷的试样或工件，由申请人进行试验和分析无损检测结果(3)Thedescriptionofthespecimen,thetestprocedure,includingcheckpoints,andtheresultsoftheexaminationshallbedocumented.应有书面文件描述出试样、试验程序(包括核查点)和检验结果。(4)NDELevelIPracticalExamination.ProficiencyshallbedemonstratedinperformingtheapplicableNDEononeormorespecimenormachineproblemsapprovedbytheNDELevelIIIandinevaluatingtheresultstothedegreeofresponsibilityasdescribedinthisWritte
