土地平整工程土地平整工程:根据土地开发整理标准(TDTlOU-IOI3/22000)、土地开发整理项目规划设计规范(TD-TlOI2-2000)和重庆市土地整治工程建设标准(2015)等,结合项目区自然条件和地形条件及农民耕作习惯、农业种植品种结构等实际情况进行土地平整工程。确定本项目需达到的技术要求为:中低山槽谷区域,梯田化率不低于70%,田面坡度1(但项目区由于本身土层较薄及坡度较大,部分坡地区域整治后田面坡度设计为12°o坡面台面宽度N3m,旱地耕作层厚度N25cm,水田耕作层厚度N20cm,有效土层平均厚度N50cm,适宜小、微型农机作业的耕地面积占项目区耕地面积的比例70%°(2)灌溉与排水工程根据灌溉与排水工程设计规范(GB50288-1999)、土地开发整理项目规划设计规范(TD/T1012-2000)、节水灌溉工程技术规范(GB/T50363-2006)、微灌工程技术规范(SL103-95)、农田灌溉水质标准(GB508292)、水利建设项目经济评价规范(SL72-94)和开发建设项目水土保持方案技术规范(SL204-98),结合项目区降雨分布、水土资源、作物种植结构、濯区规模及灌水方法等因素,确定灌溉标准按抗旱天数30天,灌溉保证率为75%;灌溉水利用系数为0.7,渠系水利用系数为0.75。根据高标准基本农田建设“集中连片、高产稳产”的建设原则,本项目要求满足灌溉设计保证率的农田面积比例不低于95%。(3)田间道路工程根据土地开发整理项目规划设计规范(TD/T1012-2000),田间道路设计应符合“与田、林、村、渠、沟等项目设施布局相协调,有利于田间生产的管理;注重保护生态环境,防止水土流失”等原则。根据公路工程技术标准(JTGBOl-2003),项目区内田间道参照四级公路标准设计。田间道设计标准按照重庆市土地开发整理工程建设标准(试行)(2007)设计要求,田间道路最大纵坡小于9%,田间道的平曲线半径一般应不小于15m。新建田间道路基填方在08m深度范围内,其压实度必须达到93%,且应分层碾压;填方在0.8m深度范围以上,其路基压实度必须达到90%以上,且应分层碾压。若压实度达不到要求,则必须经过12个雨季,使路基相对沉降稳定后,才能铺筑泥结碎石路面或硬化路面。生产路设计标准根据项目区生产生活需求,路面宽设计为20.8m,当生产路纵向坡度为大于6。时,表面应横向拉渡槽,防止路面溜滑,方便人畜行走,大于15。时应修建为梯步。(4)农田防护与生态环境保持工程按照重庆市土地开发整理工程建设标准(试行)(2007)设计要求,田防护与生态环境保持工程的布置在满足主体工程需要的前提下,应尽量做到土石方的挖填平衡和不产生弃渣,减少地面扰动,维护原生态系统。1.2 土地平整工程设计土地平整工程在整个土地整理工程中处于首要位置,是田块、渠道、道路规划设计的前提和基础,对合理灌排,节约用水,提高劳动生产率。发挥机械作业效率,以及改良土壤、保水、保土、保肥等方面,都有着重要的作用。1.2.1 台面重构项目区的旱地有两种情况,即已成台旱地和未成台旱地,已成台旱地为旱地田面已经形成一定台阶的旱地,而未成台旱地目前田块零碎、水土流失严重,本次需要将这部分未成台旱地进行坡改梯,经综合考虑投资、土层厚度、水土流失程度和耕作层质量等因素,规划对自然坡度为6。10。的旱地通过土地平整使台面坡度平均降到4,10。15。旱地的台面坡度平均降到68°,15。25。旱地的台面坡度平均降到降坡后为了防止水土流失的再次发生,统一对田块进行田坎设计。A、土地平整设计(1)
