报告书的编制1.3.1编制目的在充分调查研究、评价和必要的勘探资料基础上,达到以下目的:(1)论述废水处理扩建工程项目实施的必要性和重要性。(2)通过分析现有资料,对项目有关的主要要素:如水质、水量、处理标准、处理工艺方案,进行技术可靠性、经济合理性、实施可行性等多方案的综合性研究,以进行方案比较和论证。(3)在论证基础上,提出推荐建设方案,并进行工程方案设计。1.3.2编制原则(1)执行国家关于环境保护的基本国策,遵守国家有关法规、政策、规范和标准。(2)结合环境要求及工厂条件,统一规划,使工程建设与企业发展相协调,减少污水排放对环境造成的污染,最大限度地发挥工程的环境效益和社会效益。(3)考虑××××公司的实际情况和建设要求,从废水处理达标的角度出发,采用技术先进可靠、高效节能、管理方便的废水处理工艺,在确保处理效果的前提下,尽量减少占地、降低运行费用和一次性投资。(4)按照国家鼓励的产业发展路线、向资源综合利用方向发展。针对公司酒精生产地高浓度有机废水,结合现有废水处理设施,尽可能减少占地面积,确定扩建工艺流程。(5)尽量选用国产先进、高效、节能、运行维护简便的废水处理设备,以节省能源,降低处理成本。(6)因废水处理站区东南面离居民区较近,本工程尽可能采用最新节能技术和设备,降低废水处理站的投资、减少运行成本,同时降低对居民区的影响。1.3.3编制依据1.3.3.1采用的主要标准及资料为保证环境保护和水污染防治这一基本国策的实施,本工程遵守国家有关部门颁布的标准,如下:(1)污水综合排放标准(GB8978-1996)(2)污水排入城市下水道水质标准(CJ3082-1999)(3)室外排水设计规范(GB50014-2006)(4)给水排水工程构筑物结构设计规范(GBS0069-2002)(5)混凝土结构设计规范(GBS0010-2002)(6)低压配电装置及线路设计规范(GBS0054-95)(7)通用用电设备配备设计规范(GBS0054-93)(8)业主提供的资料(9)各有关专业互相提供的基本设计资料。1.3.3.2项目文件(1)项目委托书(2)设计合同(3)国家计划委员会委托中国国际工程咨询公司组织编写的投资项目可行性研究指南试用版。1.4 研究结论(1)××县××××公司作为淮河流域一个重要企业,排放废水对污水处理站造成了一定的压力,加大了污水处理站达标排放的难度。为了减轻公司废水排放对其影响,本着源头治理、综合回收利用,不断减少污染物排放,按照源头治理与末端处理相结合的原则,采用成熟的高新处理技术对企业现有废水各项技术指标达到并由于接管要求。该项目的实施必将产生一定的经济效益,显著的社会效益、环境效益。(2)建设规模年产5万吨酒精(含2万吨无水乙醇)生产废水处理扩建工程,工程设计规模为1600m3/d。扩建后,工艺副产沼气、酒糟,分别进行处理后回收利用。废水处理站处理进水主要水质指标为:pH:3.84.2COD:5000053000mg/LBOD5:2000023000 mg/LSS:21331 mg/L出水水质预期达到指标为:COD500mg/L;SS400mg/L(3)本工程项目均在××县××××公司厂区内进行建设,不需要新征土地。(4)本工程建设总投资1014万元人民币,原有项目投资1450万元人民币。申请环保专项资金2400万元,其余自筹解决。(5)项目实施计划力争在8个月的时间,即2009年12月底建成运行。(6)工程建成后将产生明显的环境效益和社会经济效益,为社会经济、××县××××公司的可持续发展提供了可靠保证。(7)总之,本工程的建设是十分必要的切实可行的。1.5 项目建设的必要性1.5.1 环境问题的敏感性环境问题与资源、人口问题已经被国际社会公认是影响21世纪可持续发展的三大关键问题。二十几年来,随着我国经济高速发展和人民生活水平的提高,污染物排放量也迅速增加,环境污染已成为制约我国经济与社会进一步发展及人民生活与健康水平进一步提高的重大因素,尤其是我国加入WTO以来,环境问题越来越多地成为国外限制我国产品出口的最重要非关税壁垒。××县××××公司一直对环保工作比较重视,先后投资了1400余万元用于生产配套环保处理系统设施。为了减轻公司废水对环境的影响,按照源头治理与末端处理相结合的原则,公司决定对现有水处理系统进行扩建,采用先进技术进行废水处理再提高工程。以达到减少污染排放,确保排放的废水各项指标达到并优于国家排放标准。项目的实施必将产生一定经济效益,显著的社会效益和环境效益。1.5.2 废水治理现状酒精废水是一种高浓度酸性有机废水,酒精企业酒精糟的污染是食品与发酵工业最严重的污染源之一,国家要求必须对其进行治理,在酒精行业推广清洁生产时实现该行业节能、降耗、减污、增效和实现经济环境的可持续发展的有效途径。××县康顺酒业有限公司地处淮河流域支流,沂沭泗水系,原废水处理设施是一级高温厌氧处理,属酒精废水的发酵预处理阶段,而且设计比较先进合理,采用了由荷兰帕克公司研制成功的EIC反应器。从近2年的运行效果看已经达到了设计目的,而且运行稳定。因此只要在原处理设施基础上进行废水处理的扩建,而不需对原处理设施进行改造,就可以达到本次工程目的,达到废水接管要求。1.5.3 污水处理的要求为了减轻公司排污对环境的压力,方便污水处理厂
