The occasion of the Spring Festival, my sincere wish that you and the families of the staff in the new year, good health, happy, happy第一章 工程概况第一节 编制说明一、编制依据（现行各种施工技术、验收规范）（一）建筑施工图纸及工程现场调查资料。（二）比选文件及发包人对比选文件的解释。（三）公司对比选文件的分析，研究结果。（四）项目实施条件分析。（五）现行施工验收规范二、编制方法和原则（一）我公司对此次施工组织设计的编制坚持技术先进性、科学合理性、经济适用性，高度民主重视，召集了参加过类似工程施工、有丰富管理及施工经验人员，在仔细研究图纸，明确工程特点，充分了解施工环境，准确把握业主要求的前提下，成立专题小组，力求本方案切合工程实际，思想先进，可操作性强。（二）本工程的施工组织设计突出了控制重点项目，能有效协调施工过程中质量、进度、安全、效益等方面的问题。（三）本施工组织设计中重点对各工序作了比较详细的施工工艺和方法的介绍，对常见的质量通病做了分析并制定了应急措施。第二节 工程概况一、工程概况银龙溪两岸护岸工程2+050-2+750段起点银龙桥上游350m（桩2+050），终点至地明桥上游80m（桩号2+750），总长1.4km。本工程主要为银龙溪护坡工程及堤顶道路等工程。二、水文气象牡丹江市属于中温带大陆季风气候，冬季漫长，严寒少雪，夏季短促，温热多雨，春季多风，温差大，湿度低，秋季雨频，降温迅速。市区多年平均降水量536.5mm，多年平均气温3.5，最高气温37.5，最低气温-35.1，最大冻深1.9m。本地区气候寒冷，冬季长达5个月不能正常施工，常温施工时段为4月至11月。牡丹江主汛期为每年的6月15日至9月15日，汛前施工时段仅为4月15日至6月15日，共2个月。去除不能施工的降雨天数，分析确定施工天数，做好雨季施工方案。三、工程地质该堤段堤身土质左岸全部由基建残土与生活垃圾组成的杂填土，填筑土工程地质条件差、性质杂、强度低、变形大、中等透水，厚度在2.0m左右，右岸杂填土稍薄些，在1.0m左右其他为低液限粘土。堤身筑堤的低液限粘土料质量满足筑堤的质量要求，质量评价为合格。堤防所在地貌单元为牡丹江一级阶地的古河床牛轭湖相沉积堆积区，区域地形相对较平坦，一般地面高程在233.0235.5m之间，第四纪沉积地层岩性厚度大于7.0m。岩性为上部薄高液限粘土层、中间厚层有机质土，底部含细粒土砂与含细粒土砾石层。四、交通条件（一）对外交通北安河干流堤防工程位于牡丹江市内，现有城市路网设施齐全，有多条道路可通至堤脚，可作施工道路。（二）场内交通防护工程是沿线布置施工，施工现场堤顶较宽，均可通车、作为场内交通运输道路。五、临时设施及施工条件（一）施工用电施工用电采用50kw柴油发电机组发电（二）施工用水本工程可就近在河道处设置蓄水池作为工程生产用水。（三）施工通信施工通信向当地电信部门联系解决。（四）建筑材料供应工程所需的主要建筑材料砼、木材都可以由本市供应。木材可直接从本市木材公司购买，至工地平均运距8km。砼工程采用商品砼。天然建筑材料主要有砂砾石。砂砾石料场为海浪料场，运距11km 。（五）施工营地和施工用地在发包人提供的地点合理化布置施工用地，施工营地的具体布置见施工总平面图（附后）。六、合同项目和工作范围（一）本合同承包人承担的工程项目和工作内容护岸工程：设计水面线以下为现浇砼护岸，设计水面线以上为草皮护坡。护脚为砼结构顶宽0.4m,底宽0.8m，高1.5m，护脚顶高程与设计河底线齐平。现浇砼护坡板尺寸200cm*100cm*10cm，下设15cm砂垫层、无纺布。堤顶道路工程：堤顶设沥青道路，路面宽4.0m，路面结构为0.14m沥青路面、0.25m水泥稳定砂砾，路面两侧路缘石为平牙石。（二）本合同工期 本工程施工工期为112日历天，计划开工日期为2014年3月10日，计划完工日期为2014年7月30日。六、编制原则考虑到本工程的特殊性和重要性, 我公司在编写本标施工组织设计时, 遵循以下原则:（一）满足业主对工程工期、质量、安全生产、文明施工、环境保护等要求；（二）服从业主、服从设计、服从监理，团结协作，贯彻一切为工程服务的原则；（三）精心组织，科学管理，合理配置各种资源，贯彻连续均衡生产的原则；（四）采用先进的施工技术、施工工艺，确保工程的施工质量，提高工程施工的科技含量。七、编制依据（一）银龙溪护岸工程施工招标文件、工程量清单、设计图纸。（二）根据现场调查所获取的资料。（三）水利水电工程施工组织设计规范。（四）根据我公司的技术装备能力和类似工程经验。（五）本公司的质量体系文件。八、施工组织原则和指导思想依靠科技，均衡生产，合理配置，誓创一流。（一）施工布置中要有一套完整的排水系统,确保安全文明施工并不对环境造成污染。（二）加强地质工作,把地质工作作为一个工序进行。（三）开挖过程中有一套完善可靠的管理措施，减少施工占地。（四）加强施工期安全监测，防止可能出现的地质灾害。（五）采取措施避免与地方车辆的干扰，保障交通运输。1第二章 施工方案与技术措施第一节 施工总体布置一、布置依据根据工程战线长，施工项目较多，手工工作量大的特点，我公司进场后，将分区、分段作业、多工作面同时进行施工。施工总布置的主要临建设施有：混凝土生产系统，综合加工系统及办公生活区等。按招标文件的规定，施工临时占地的位置和面积，进场后与业主协商确定。我公司在业主提供征地范围内布置施工营地及工作场所。本工程施工难度较大，施工工期较集中，工程技术要求高，因此临建设施在满足工程建设的前提下，应尽量简化。二、施工总布置的原则根据业主提供的场地条件及水工布置情况，施工布置遵循以下原则：（一）在业主提供的场地内修建施工工厂和生活区。（二）抽水站、水池及混凝土拌和场根据现场情况和业主商定占用场地位置。（三）合理使用场地，紧凑布置，减少占地面积和临建工程量。（四）施工布置做到充分发挥工厂生产能力，满足进度和强度要求。（五）设置有效的排水防洪系统。（六）便于消防、通讯、供水和供电。三、施工交通运输（一）对外交通本项目工程对外交通比较便利，基本可满足施工需求。（二）场内交通根据现场实际情况，在不影响主体工程建筑物安全运行，且不破坏和影响现有工程的各类施工临时设施，充分利用现有道路的情况下，增建施工便道至施工区。四、施工工厂设施（一）砼拌和系统本标段砼采用商品砼。砼由商家统一供应统一搅拌，砼的拌合必须严格遵守承包人现场试验室提供并经监理人批准的砼配料单进行配料。砼供应商必须满足本工程高峰浇筑强度的要求，所有的称量应该准确，其称量偏差不应超过DL/T5144-2001第7.1.3条的规定，供应商应按要求定期校核称量设备的精度。砼拌合完成后由砼罐车统一运输至施工现场，根据施工现场安排，采用适用于现场的浇筑方式。五、施工生产、生活设施（一）施工分区规划根据本标工程施工项目较多，手工工作量大的特点，我公司进场后，将分工区、分作业段、多工作面同时进行施工。（二）机修、汽修及设备停放场本标工区距城区较近，交通方便，大中修、一般配件利用市场条件解决。所以本系统仅考虑一些小型零部件的更换任务，除配一些常用的小型工具外，不考虑设置其它的大中型设施。锻钎房及修理车间、仓库等设在大坝工区营地内工作场区，停车场及配件库设在营地内靠总排水沟附近。（三）库房库房设置在各工区的施工生产区内。水泥库与拌和系统一起布置。其他生产库房分设在施工场内，房建面积100。（四）其他生产用房我公司进场后，根据施工需要，再设部分生产用房或租用民房。（五）生活福利设施根据进度安排，由于工期短，主要考虑租用民房作为办公及住宿用房。（六）医疗卫生服务设施由于本标工区距城区仅数公里，交通便利，市内医疗设备、条件能满足工地救护需要。在营地内设简易卫生站，房建面积20。（七）消防和避雷在施工区、生活区、库房及其它各类临时设施内，视其防火性质和要求，分别配置灭火器、沙池（沙袋）、水箱等消防设施。专人专职负责消防人员的培训、管理、材料的检查和维护，并经常进行训练、考核。定员3人。给易于受雷击的用电设备及建筑物安装良好的避雷、接地系统，设置独立的避雷针系统。配备专业人员负责管理，定期检查、维护。消防、避雷系统工程量：消防车一台，CO2灭火器10个，干粉式灭火器2个，太平桶10个，沙池2个。（八）试验室本标试验项目主要包括：砂石原材料、砂浆、砼、喷砼配比等材料试验。试验室设在本标营地内。建筑面积20。六、弃渣场布置按监理人要求运往指定地点堆存，并按设计图纸进行渣场防护施工，渣场弃渣不影响洪水正常行洪。不得影响环保。七、施工占地施工占地将在业主提供的允许占地范围之内，面积不能满足施工要求时，与业主协商解决。第二节 施工导流及水流控制措施一、施工导流规划（一）施工导流布置与步骤本合同施工导流沿河堤轴线外侧，顺河道填筑纵向围堰，围堰填筑前测量确定开挖外边线，围堰离开挖线1米左右确定围堰填筑范围。（二）施工导流围堰设计围堰采用土料填筑，堰体前后边坡坡比均为1:1。采用250g土工膜进行围堰防渗处理。 （三）施工导流围堰施工1.围堰填筑施工利用堤基表层开挖土料进行围堰填筑，不足部分从外部运输，围堰填筑从下游或从上游单头进行，自卸汽车运输，后退法卸料，装载机平场。2.袋装围堰填筑施工视现场永久工程施工情况而定，采用机械运输填筑土料，人工装袋填筑。3.施工导流围堰拆除围堰拆除在本合同围堰范围内的永久工程施工完毕后进行。采用机械加人工配合进行拆除，围堰拆除从上而下进行，水下部位拆除利用挖掘机退挖施工，围堰拆除碴料用自卸汽车运输至监理工程师指定的碴场堆弃。二、施工水流控制（一）施工排水本合同工程的施工排水主要包括：基坑渗水、降雨汇水、施工废弃水等。而初期排水主要为基坑，经常性排水主要由基坑渗水、降雨汇水、施工中的废弃水等。（二）初期排水地基渗水按近似中透水板墙计算。在进行初期排水过程中应根据积渗情况配置抽排强度，确保基坑干地施工
