工程概况2.1工程概况陕西省级高速公路榆商线韦庄至罗敷公路自渭南市浦城县永丰镇坡地村,设枢纽互通立交与京昆高速路相接,路线由北向南依次经过蒲城县、大荔县和华阴市。终点设在华阴市的沙道村,通过枢纽立交与连霍高速公路相接。路线全长53.74km。本标段位于大荔县境内。起止里程为K36+450K44+800,线路正线长度8.35 km。本合同段主要工程主要为:清理现场321586 m2;路基挖土方1066521m3;填素土350253m3,填掺5%灰土224807.4 m3,填掺8%灰土79010 m3;特殊路基处理灰土垫层87139m3,换填砂砾110588m3,强夯16845 m2,重夯157793 m2,重型压实388938m2,冲击碾压40200 m2;排水工程圬工14422m3;防护工程圬工22227m3;大荔服务区一处;主线大桥2座,总长334m,涵洞9道,259.06延长米;分离立体交叉桥梁1座,97m,8m空心板通道桥6座,109.24米,通道9座,273.92延长米。2.2工程建设条件2.2.1沿线地形、地质、地震、气候、水文等自然地理特征(1)地形、地貌项目位于陕西关中平原东部,黄土高原与关中盆地过渡区。线路由北向南,跨越渭北黄土塬和渭河盆地两个地貌单元,地势北高南低,由北向南地形依次呈阶梯状下降,最高点位于铁镰山处,海拔504米,最低点位于渭河谷底,海拔333米。本标段为二标(K36+450-K44+800),沿线主要地貌为黄土塬区、渭河三级阶地和渭河二级阶地。(2)地质构造路线所经区域属鄂尔多斯地块与渭河断陷过渡区,是中生代以来相对比较活动的地质构造区,断裂较发育,形成渭河断陷盆地及多级黄土塬阶地。根据项目区地层岩性、岩土体类型、构造、水文地质及工程地质特点,可划分为两个工程地质分区:黄土塬区和冲积平原区。(3)水文项目区属于渭河流域,渭河是本区最大的河流,洛河为其主要的支流之一。洛河:洛河在本区从大荔县城南流过,洛河为季节性多泥沙河流。受三门峡水库抬高下游水位的影响,项目区内河流河底淤积严重,河床较两侧大堤外地面高出高出23米,沿路地形地貌单元复杂,沿线不良地质发育,主要表现为黄土塬区的黄土陷穴,黄土质边坡、渭河阶地第四系全新统冲积砂土的液化及风积砂地带等。(3)气象合项目区属半干旱半湿润性大陆性季风气候区。四季分明;春季少雨多风、夏季高温炎热、雨季集中;秋季降温迅速、多连阴雨,冬季干冷、少雪、多晴天。年平均气温13.4,极端最高气温42.8,极端最低气温-16.5,多年平均降水量514毫米;年蒸发量968毫米。区域最大冻土深度52厘米,年平均降雪18.5天,最大积雪厚度15厘米;主导风向东北向。(4)地震线路区域地处秦岭活动造山带与鄂尔多斯稳定地台的结部位,受秦岭造山带的新构造降升,渭河谷地持续下降,在这一区域应力状态下,该区地震活动频繁,微震时有发生。根据中国地震动参数区划图GB18306-2001,本区地震烈度为VIII度。地震动峰值加速度g=0.20,反应谱特征周期S=0.35。(5)交通 施工组织安排3.1施工组织机构及现场总体布置规划3.1.1施工组织机构及职责(1)施工组织机构鉴于本标段工程的特点,为确保合同工期和质量目标的实现,我们将本着精干高效的原则,成立“中铁二十五局集团有限公司榆商线韦罗高速LJ2标项目经理部”,派遣具有现代化管理知识并有多年类似工程施工经验的行政及技术人员组成项目管理班子,使项目经理部成为多种专业配合、管理能力强的项目指挥管理机构。项目经理部设六部二室:工程部、质检部、物资设备部、财务部、安全环保部、合约部、综合办公室、工地试验室,项目部人员共计35人。下辖桥涵1队、桥涵2队、桥涵3队、路基1队、路基2队、附属工程一队、附属工程二队、混凝土拌合站及预制场。项目经理部组织机构详见附表1“陕西省省级高速公路榆(林)商(州)线韦庄至罗敷公路LJ2标段组织机构框图”。 (2)管理职责项目经理:负责贯彻执行国家、交通部有关工程建设的法律、法规和政策,落实施工的各项规章制度;正确处理国家、企业和个人的利益关系;执行项目承包合同中由项目经理负责履行的各项条款;对工程项目施工进行有效控制,执行有关技术规范标准,积极推广应用“四新”技术,确保工程质量和工期,努力提高经济效益,对本标段工程建设安全负全责。总工程师:主管技术工作和质量控制,负责与监理单位、设计单位、质检站和建设单位的协调工作,分管施工技术部、质检部和中心试验室的工作。项目副经理:项目部设常务副经理一名,副经理两名,协助项目经理主管安全、文明施工、生产进度、资源配置和队伍管理,负责组织指挥施工生产和内外协调,分管计划财务部、机械物资部、环境保护部和综合办公室的工作。工程部:工程部设部长一名,道路工程师两名,桥梁工程师两名。内设调度室、施工技术室、工程测量队,主要负责施工调度、技术管理、测量定位、施工过程控制和推广应用“四新”技术成果,竣工验交以及配合建设单位和监理工程师做好职责范围内的其它工作。质检部:质检部设部长一名,质检工程师两名,质检员两名。主要负责工程质量的监督检查工作,并配合监理工程师做好职责范围内的其它工作,全面负责施工质量管理。合约部:主要负责编制施工计划、工程预、决算,合同管理,验工计价以及工程统计等工作。财务部:负责工程资金的筹措和管理,合理使用资金,进行财务核算和定期进行经济活动分析等工作。物资设备部:主要负责项目所需工程材料的计划编制,组织采购、进货、保管保养、定额发放和管理,及时组织供应符合规范要求的工程材料、物资器材;负责施工机械设备、运输车辆、机具模板、支架等的使用管理、维修保养工作,确保机械设备完好。安全环保部:全面负责安全管理及落实施工各项安全措施和安全防护措施工作。贯彻执行国家及地方有关环境保护的法律、法规,制定施工环境管理制度,对施工环保制定和综合防治方案,落实各项环保措施。设专人负责文明施工的管理工作。综合办公室:负责配合建设单位做好征地拆迁、内外联络、文件资料及项目经理部的日常管理等项工作。工地试验室:负责工程原材料(成品、半成品)的试验和检验,选定各种混凝土、砂浆、等配合比,以及各种土工试验工作。3.1.2 现场总体布置及规划结合现场实际及工程分布的情况,本着少占用地、布置简洁合理、满足施工需要的原则进行施工现场布置,施工现场布置详见附表2施工总平面布置。(1)施工队伍安排根据本工程特点、工期及工程量,结合我单位的施工能力,本着统筹兼顾、科学组织及组织专业化施工的原则,进行总体布置,划分施工任务。安排7个专业队、1个拌合站、1个预制场,具体施工任务划分如下:路基施工一队:路基一队施工人员60人,负责K36+450-K40+900段路基土石方工程施工;路基施工二队:路基二队施工人员65人,负责K40+900-K44+800段路基及大荔服务区土石方工程施工;桥涵施工一队:桥涵一队施工人员50人,负责K36+450K39+000段桥梁下部结构、涵洞、通道及桥面系等桥涵工程施工;桥涵施工二队:桥涵二队施工人员60人,负责K39+000K41+000段桥梁下部结构、涵洞、通道及桥面系等桥涵工程施工;桥梁施工三队:桥涵三队施工人员40人,负责K41+000K44+800 段桥梁下部结构、涵洞、通道及桥面系等桥涵工程施工;附属工程一队:附属工程一队施工人员70人,负责K36+450-K40+900段路基附属工程施工;附属工程二队:附属工程一队施工人员70人,负责K40+900-K44+800段路基附属及大荔服务区附属工程施工;混凝土拌合站:拌合站施工人员45人,负责供应本标段混凝土;预制场:预制场施工人员90人,负责本标段的预制梁、涵洞盖板的预制及架设;并负责本标段小型构件预制。(2)现场总体布置及规划施工驻地a项目部驻地设在垦区纺织厂院内,租用纺织厂办公楼作为项目部驻地。b拌和站位置设在K40+800左侧300m许冯公路边上,征地面积约10000m2。c.预制场设在K39+200处,位于服务区左侧。钢筋加工场设于预制场内。d.试验室设在拌和站场地内,设试验室主任1人,试验工程师1人,试验员5人。试验室建设房屋204m2,设土工试验室、集料室、留样室、水泥室、混凝土配比室、力学室、标养室和办公室等,各功能试验间均满足要求。e.施工队驻地:路基施工一队:负责K36+450-K40+900段路基土石方填挖工程,施工驻地设在K38+500左侧路基施工二队:负责K40+900-K44+800段路基及大荔服务区土石方工程施工;施工驻地设在K40+200右侧桥涵施工一队:负责K36+450K39+000段桥梁下部结构及涵洞、通道等桥涵工程施工;施工驻地设在K37+500左侧桥涵施工二队:负责K39+000K41+000段桥梁下部结构及涵洞、通道等桥涵工程施工;施工驻地设在K39+700右侧桥梁施工三队:负责K41+000K44+800 段桥梁下部结构及涵洞、通道等桥涵工程施工;施工驻地设在K44+200左侧附属工程一队:负责K36+450-K40+900段路基附属工程施工;施工驻地设在K39+000右侧附属工程二队:负责K40+900-K44+800段路基附属及大荔服务区附属工程施工;施工驻地设在K42+300右侧施工便道、便桥沿线交通相对方便,主要有108国道及
