    村党支部治庸问责调研汇报村党支部治庸问责调研汇报自全旗掀起“治庸问责”、实施“评分定级”活动以来,我村党支部村委会遵照党委政府要求,按照党委政府治庸办总体部署,结合我村实际,统筹兼顾,认真实施,切实抓好自查整改阶段各项工作,确保了我村治庸问责自查整改阶段活动落到实处,并形成我村综合分析调研报告如下:    一、主要工作措施    (一)以治庸提能为抓手,畅通内查外找谏言渠道    我们把征询意见、查摆问题作为自查整改阶段工作进程中的关键环节。    1、强化四项重点。一是在民主评议范围上,突出以党支部及全体党员和村班子成员为重点;二是在征询党外人事意见的对象上,突出为民服务对象为重点;三是在支部和班子工作形式上,突出上门走访为重点;四是在工作成效上,突出以“办实事、解民忧”为重点。    2、实施四类评议。一是社会评议。分别召开不同形式、不同层次的座谈会,诚邀村民代表、来评议村党支部村委会工作,帮助查找我村党支部村委会在工作作风上存在的突出问题;二是在党员会上评议。通过发放征询意见函、电话征询、上门访谈、面对面征询等形式广泛征求社会及村民们对我支部和村班子的工作意见。三是百姓评议,收集广大人民群众对我村党支部村委会工作的看法和意见。四是村干部个人评议。通过组织召开党员支部会、村干部座谈会等形式,自己提,群众帮,村干部个人重点查找自身在作风方面存在的突出问题,实事求是地分析存在问题的主客观原因。    (二)以治懒增效为突破口,认真开展“自查自看”活动    致力于在活动全程营造风清气正、团结和谐的干事环境,村党支部在全村党员中广泛开展了“自查自看”活动。一查学习修养,看政治理论水平、个人品德方面是否符合党员干部标准;二查履责情况,看是否落实个人职责、是否兑现工作承诺,是否存在“得过且过,事业心责任感不强”、“不作为、慢作为、乱作为”等问题;三查政务公开,看是否存在不落实公开办事制度的问题;四查廉洁自律,看是否做到求真务实和勤政廉政,是否存在“贪图享受”等问题。结合七查七看,针对村干部队伍“庸、懒、散”等方面的表现,逐条对照检查,    (三)以治散聚力为着力点,积极推进治庸问责立体纵深运行    认真开展“村党员承诺”活动,着力营造求真务实、争先创优的人文环境。围绕突出治庸、治懒、治散这条主线,抓住群众反映的突出问题,我们坚持边查边改,边整边改。督促党员们再次提出公开承诺的事项和措施;党员干部结合本人实际,提出公开承诺的事项,公开承诺事项和措施对外公布,接受群众和社会监督。深入开展“四比”(比素质、比干劲、比奉献、比创新)、“四创”(创一党员)、创一流服务、创一流业绩、创一流形象)活动,扩大践诺实效,努力塑造我村党员干部队伍的新风貌。    四、下阶段工作思路    围绕治庸问责下一步工作,区我村党支部村委会将着重从建立长效管理机制入手,狠抓“四个融入”,即把治庸问责工作融入到我村主要工作之中,融入到村干部队伍建设之中,融入到村民文化建设之中,融入到村党的建设之中,建立治庸问责工作的责任机制、教育机制、监督机制、惩治机制、制度机制和预警机制。    (一)建立明确的责任机制。强化分工责任到位。村领导班子成员都要按照“治庸问责”的要求,明确责任范围,强调对自己分管或直接管理的各项工作,肩负起治庸问责的责任。    (二)建立有效的教育机制。要着力建立我村党支部治庸问责“大宣讲、大推进”工作格局。开展多种形式的主题教育,特别是用身边的事教育身边的人,使广大村干部防微杜渐,时刻警醒。同时把治庸问责的各项工作内容作为作风建设、作为村干部培训的重要内容,形成有效制度。
