When it occurs, excess flows bypass the treatment plants and this rainwater, mixed with the raw sewage, spills directly into area rivers and streams at hundreds of locations throughout the city. These Combined Sewage Overflows (CSOs) result in severe pollution of the waterways as well as flooding.
