要本次设计的主要内容是编制茂新北车库项目管理实施规划(业主),并借助广联达软件编制工程量清单,同时利用PKPM施工软件完成进度计划中的横道图计划和网络图计划以及不同阶段的施工平面图。工程项目管理实施规划是由项目经理组织的项目经理部在工程开工之前编制完成的,具体可行的工程项目管理实施规划对工程施工具有指导作用,并能体现企业的管理特色。质量管理、进度管理、成本管理和安全文明施工管理是施工项目管理的重要内容。通过先进科学的管理手段使工作流程程序化、标准化和规范化,实现建设工程项目管理的最优化。风险管理也是项目管理知识体系的重要内容,如何将风险进行分析和控制越来越引起人们的关注,现在的项目管理行业的发展迫切要求集成化风险管理和全寿命风险管理,用系统的动态的方法对风险进行全面的衡量和评价,采取相应的措施加以控制,以减少项目过程中的不确定性。关键词:工程项目管理;工程量清单;项目管理实施规划;横道图;网络图The city and the construction lay-out and the construction network planning which is completed by PKPM construction software with the help of Grandsoft to make bill of quantities.The implentation planning for project management is authorized by project manager agency before the project going into operation.The deepen and concretize construction project management,it must specific and practicable. Quality management, progress management, cost management are the important content of the construction project management.By means of advanced scientific management to work flow procedures, standardization and normalization, in order to achieve construction project management optimization. .Risk management is the important content of The Project management Body of knowledge,and how to analyze and control risk attracted more and more people's attention.The development of modern project management presses for integrated risk management and life cycle risk management ,using systemic and dynamic measures to weight and appraise risk thoroughly ,and taking corresponding measures to control it,so as to reduce the indetermination in the process of project.Key Words: Project management; Bill of quantities; Project management implementation plan; Plan by-way chart; Network 1前 言1.1 编制目的此次毕业设计的题目是茂新北车库工程项目管理实施规划(业主),它是工程项目管理核心的管理文件之一。其主要任务是培养学生具有从事工程建设的项目管理知识,掌握工程项目管理的理论和方法,具有进行工程施工项目管理的能力,具有从事建设项目管理的初步能力,以及具有其他有关工程实践的能力。帮助学生建立管理建设工程项目所需的知识、技术和方法体系,培养学生发现、分析、研究、解决建设工程项目管理实际问题的基本能力。通过本次毕业设计,培养了我综合运用工程管理专业理论基础、基本知识和基本技能分析解决实际问题的能力;调查研究与信息收集、整理的能力;培养和提高自己的文献检索和中文外文资料的收集,阅读能力与外文资料的翻译能力;充分利用所学的专业知识,理论联系实际,将所学的专业技能运用到实际的工作过程中。1.2 编制主要内容本设计的内容主要就是根据茂新北车库工程项目的图纸编制工程量清单计价和项目管理规划大纲。第一部分工程量清单计价的编制,所得各种表格成果以附录的形式附在正文的最后。第二部分是工程项目管理规划大纲的编制,工程项目管理规划大纲的编写应符合建设工程项目管理规范的要求。在此框架之下,从施工方的角度出发,主要是为了有效地指导解决在项目全过程中碰到的各种问题,在前期策划、项目设计到项目施工等各个环节对质量、进度、成本、工期、文明、安全等目标的控制,尤其做好对项目质量、进度、成本的控制和管理。主要包括项目概况、项目范围管理规划、项目管理目标规划、项目管理组织规划、项目成本管理规划、项目进度管理规划、项目质量管理规划、项目职业健康安全与环境管理规划、项目采购与资源管理规划、项目信息管理规划、项目沟通管理规划、项目风险管理规划、项目收尾管理规划,施工现场平面布置图这几个部分的内容。我将从以上几个方面进行论述,详细地阐述项目管理规划大纲是如何进行编制的以及各部分具体规划的内容和依据。1.3 编制的意义本设计是选择的方向是工程项目管理实施规划,通过本设计以真正掌握专业知识,运用所学的专业知识进行设计,使自身学到的东西可以运用到实践工作中,理论联系实际,真正做到学以致用;通过工程项目管理实施规划的编制真正意义上掌握到建设工程的施工工作基本流程,并细化到具体工作步骤。初步学会了实施规划的编制。2工程项目概况2.1 工程特点本项目位于济南市卫生局以东,明湖西路以北某旧城改造工程,本子项工程为茂新片区改造工程北区地下车库,济南市旧城改造投资有限公司,施工单位为济南二建,招标代理单位为济南建招工程咨询有限公司,项目管理单位为山东营特建设项目管理有限公司,设计单位为济南同圆建筑设计研究有限公司,山东新昌隆建设咨询有限公司。业主要求尽量采用新技术同时要求必须按合同工期完工,并达到国家标准合格,本项目计划2009年9月1日开工,合同工期查阅工期定额确定。茂新北车库工程编号为08302-M-CK。本工程地下一层,总建筑面积108277平米,共有停车位240个,并设配电室、中水站、水泵房、换热站等配套设施。基础为钢筋混凝土独立基础,剪力墙下条形基础,本工程按六度抗震设防。其余指标如下:建筑高度: 3.700m建筑工程等级: 一级耐火等级: 一级 设计使用年限: 50年 防水等级: 一级 抗震设防类型: 丙类 结构安全等级: 二级基础设计等级: 丙级 框架抗震等级: 四级剪力墙抗震等级: 四级2.2 建设地点特征 (1)根据地质报告,地基持力层为2层粉质粘土,地基承载力特征值120kpa。(2本工程地下水为四系孔隙潜水,勘探期间地下水埋深为自然地坪下0.651.0M,防水底板上设1.15厚毛石混凝土配重以平衡水浮力。由于本工程地下水位较高,施工期间按应做好降水措施,待主楼主体施工完毕后,再浇注后浇带至顶板覆土回填后方可停止降水。(3)基础环境类型: 二类b 场地地震基本烈度: 六度第二组场地土类别: 类2.3 实施条件 (1)合同条件合同承包范围: 土建施工 分包内容: 土方工程;防水工程 承包方式: 包工包料(装饰材料甲方提供) 结算方式: 中标价加增减洽商(2)现场条件1)现场施工条件:本工程“五通一平”条件已具备,主要道路硬化完毕,施工图纸已到位,现场施工场地狭小,料具堆放及半成品加工场地受限,需合理布置。建筑场地东、北侧为居民区,以墙为界,西、南为规划道路,夜间施工噪音大,应充分考虑各种因素,采取积极措施,做好各种组织工作和民扰工作,以保证工程施工顺利进行。2) 施工技术条件: 本工程由济南二建公司承建,本公司针对本工程组建项目经理部,可供施工选用的机械有:自卸汽车、挖土机、混凝土搅拌机、砂浆搅拌机、塔式起重机、卷扬机、插入式振动器、施工电梯、圆盘锯、平刨机、交流电焊机、蛙式打夯机、配料机、钢筋切断机、钢筋弯曲机和钢筋调直机。(3)气象条件夏秋两季主导风向南偏东,冬季北偏西。雨季7、10两个月;冬季12月15日至次年3月15日。(4)资金筹措条件1)工程合同价C=工程报价;2)开工前业主拨付工程备料款A=20% C;3)工程进度款,每月末按形象进度延迟一个月拨付;4)不足部分通过银行贷款补足,贷款利率=10%(单利);5)不考虑保修金的留设。2.4 施工企业对本项目投标和中标后组织工程施工的总体战略 (1)实现业主对项目的使用功能要求。(2)目标工期比计划工期提前10天。(3)质量创建省级优质工程“泰山杯”。(4)成本控制在计划成本范围内,目标成本降低率控制在2 %。(5)严格遵守职业健康安全与环境管理有关规定,无重大工程安全事故,实现省级文明工地。3总体工作计划3.1 项目管理总目标运用科学合理的管理手段对项目的质量、成本、工期、安全等方面进行有效的管理,建设一座质量优良,外观壮丽时尚的经典住宅配套车库项目,为小区居民提供良好的交通便利,以优秀的设计和施工管理方案提高车库利用率,缓解城市交通压力,创造良好的社会效益和经济效益。3.1.4 质量目标严格执行根据施工合同规定,以严谨的态度对施工单位进行监督管理,在施工全过程中执行严格的验收标准,确保项目在竣工验收中一次性100验收合格,争取建成群众满意的工程。3.1.2 成本目标通过严格的管理和审核制度,例如对工程变更做合理流程规划,将目标成本降低率控制在2。3.1.4 职业健康安全目标与环境目标“安全第一,预防为主”,杜绝死亡事故,轻伤频率控制在3,实现“五无”安全施工工程(无死亡、无重伤、无重大火灾事故、无重大交通事故、无重大设备事故),严格遵守职业健康安全与环境管理有关规定,执行ISO14000环保标准,现场创一流管理、一流水平,争取实现省级文明工地。3.1.4 信息管理目标建立标准、高效的信息沟通、文件管理和绩效报告机制,使相关的项目信息能及时、准确地产生、收集、分发和保存,便于检索查询,相关的工程建设资料完全符合城建档案要求。3.1.5 风险控制目标通过对项目进行活动分解的过程,有效地识别潜在的风险因素并制定风险应对措施,加强监控避免风险或将风险损失降低。3.2 项目实施的总时间及阶段划分目标工期比计划工期提前10天。本工程于2009年9月1日开工,2010年2月7日竣工。工程进度各控制节点如下:(1)2009年9月1日开工,施工准备;(2)2009年9月1日-10月6日,进行基础结构施工;(3)2009年10月7日-12月5日,进行主体结构施工;(4)2009年12月6日-12月7日,主体验收、竣工;(5)2009年12月8日-2012年1月31日,进行屋面和装饰工程施工;
