Deal with contingencyThe Chinese Peoples Armed Police ForceThe Chinese Peoples Armed Police Force, CAPF or PAP for short, is a paramilitary and gendarmerie force that was formally established on June 19, 1982 1.CAPE is subordinated to the dual leadership of the State Council and Central Military Commission. It is operated directly under the Armed Police Headquarters,which is located in 3rd Western Flag, Haiyang area, Beijing 1.The Headquarters set up: PAP Corps, PAP Division, PAP Group and Squadron 2.The CAPE, the Chinese People's Liberation Army (PLA), and the army reserves and the people's militia together formed our armed forces 3.Similar to the PLA, the CAPE is subordinated to the leadership of the Chinese Communist Party (CCP) and constructed in accordance with the PLA's guiding concept and principles of army building, as well as its orders, rules and regulations 3.The history of the CAPE can date back to the time before the founding of the People's Republic of China (PRC) in 1949. It was named the Central Column of Chinese Peoples Public Security at that time 1.It was responsible for internal security defence, including the Central Committee of the CCP, the central government and Beijing Municipality 1. Then at the beginning of the 1950s, it reformed some armed polices throughout the country into a public security force, which was attached to the Military System 3.Afterwards it was unified into the PLA on July 1, 1966 3.On June 19, 1982, it was officially renamed the Chinese Peoples Armed Police Force. Now it implements the Military Service Law of the PRC and enjoys the same benefits as those of the PLA 2.In August 2009, the first law on the People's Armed Police was passed, which was quite explicit about its mission and authority 4.The CAPEs primary mission is internal security, but the different arms are required for the vastly characteristic missions. It consists of internal security forces, specialized units of construction and police specialized units 1.The internal security forces is the main component part of the CAPF that under the direct leadership of the Armed Police Headquarters 1.The basic missions of it are to maintain state security and social stability, and to perform duties of emergency rescue and disaster relief. Also it should undertake the guard duties at fixed points and handle various incidents and support national economic development 1.The specialized units of construction are responsible for national economic development; state security and social stability 1.They are subordinated to the dual leadership of the relevant departments in State Council and Armed Police Headquarters 1.They are composed of armed forest police forces, armed gold mines police forces, armed water and power police forces, and armed transportation police forces 4.Police specialized units are made up of border security forces, fire fighting forces and garrison forces, which are under the control by both Ministry of Defense and Ministry of Public Security 4.The border security forces are in charge of the security administration of land and sea borders, as well as ports and airports 1.The fire fighting forces are responsible for taking precautions against fire and rescuing the victims in fire 1.The garrison forces are specifically responsible for protecting the security of state-designated objects to be guarded, important visiting foreign dignitaries, leading organs of the Party and senior government officials, and providing security functions to important national and international conferences, and sites of large-scale cultural and sports activities 4.待添加的隐藏文字内容3From the moment that Armed Policemen came into being,they have been undertaking the great historic missions and heavy responsibilities for the state, society and the people.
