论当代中国的网络政治参与 论当代中国的网络政治参与 A Study on Cyber-politic Participation in Contemporary China 【摘要】 蓬勃发展的互联网正在以前所未有的速度冲击着包括政治参与在内的中国公民的政治社会生活方方面面,并将在一定程度上改变着我们几千年以来根深蒂固的政治思维定势。由于目前中国现有政治参与机制仍处于探索和建设阶段,所以网络政治参与一方面引起很多学者的关注和思索,另一方面关于其利弊得失和发展前景的讨论也众说纷纭。“互联网究竟给当代中国公民的政治参与带来了多大变化?这些变化又意味着什么?”这是本文力图探究的中心问题。从理论上看,“政治参与”并不是一个有充分共识的概念。本文借助中外学者的相关讨论,确定以“广度、深度、效度”的三维评价指标来讨论当代中国的网络政治参与,并以此三维评价标准,分析比较中国传统的政治参与和当代的网络政治参与的异同和变迁,特别强调网络参政所具有的鲜明特征和惊人影响力,具体表现在网络政治参与凭借其平等、便捷、高效等优势在很大程度上弥补了传统政治参与中的不足,给发展处于“瓶颈”阶段的中国政治参与带来了新的生机与活力。论文的随后部分,还对中国近期内网络政治参与发展的利弊条件进行了细致阐述。本文认为中国国民经济的快速发展、宏观政策的大力支持以及日新月异的互联网技术给网络政治参与在中国的茁壮成长提供了相对优越的发展环境。但是,不可忽视的“电子鸿沟”、令人堪忧的中国网络信息安全以及有待提高的网民素质又在一定程度上成为了网络政治参与快速发展道路上的“绊脚石”。综合各章内容,本文认为,网络使得我国的政治参与在参与主体、参与渠道、参与效能和政治文化变迁等方面都呈现出全新的景象和影响,但是中国政治参与状况的根本改变,将更多取决于中国社会本身能否全面健康地发展,而不是由网络参与所带来的诸如参与主体数量增加、参与渠道或平台扩大等因素的变化。上述因素只有在更有机地融入中国政治制度建设和社会治理方式变革的基础上,才可能在推动中国政治民主化进程中真正发挥作用。【Abstract】 The booming Internet is drastically impacting all aspects of the social life, including political participation. Therefore, in a certain sense, the huge development of Internet has changed our inherent model of thinking and behavior which has lasted for thousands of years. As the existing system of political participation is still at groping stage in our country, Cyber-politic participation is gradually arousing the attention of relevant scholars at home and abroad. At same time , the discussions on the perspective of participating politics through Internet are in great quantity. In recent years, the number of people participating politics through Internet is increasingly. The network exerts great influence upon previous political participation in many aspects, such as principal and channels. This phenomenon has attracted many scholars attention.”To what degree does the Internet change the traditional political participation in China?” This is the issue that this essay tries to analysis .There is no consensus on the concept of political participation .This article compares traditional political participation with Cyber-politic participation at length by using the index of “depth, extent and validity”, which is based on the relative discussion from Chinese and overseas scholars . On the basis of analysis, the author agrees the idea that Cyber-politic participation largely make up for the deficiency of previous political participation in many aspects, and brings the vitality and the vigor for the traditional political participation.And in the post part of this article, the author dwells on the circumstances for the development of Cyber-politic participation in China. The rapid development of national economy , favorable macro economic policies as well as rapidly changing network technology jointly create and safeguard a good development environment. However, the digital divide which cant be overlooked, the network information security which is worrying and the Netizens qualities which has much room for improvement are obstructing the development. In order to improve Cyber-politic participation, concerted efforts and coordination of various factors are needed.In conclusion, the author agrees the idea that the network enriches political participations connotation and expands its channels for future development. While the issue that” To what degree does the network change the traditional political participation in China which as a neutral technology?” depends Chinese society more than other factors.
