The IECEE-CB Scheme, as unique bridge between different conformity assessment scheme, plays more and more important role in international trade. In this issue of QULITY AND CERTIFICATION we will introduce general knowledge of CB Scheme, procedure of obtaining CB Test Certificate and the CB Testing capability of GTIHEA. CB体系的简要介绍： Brief introduction of CB Scheme CB体系是IECEE运作的个国际体系，IECEE各成员国认证机构以IEC标准为基础 对电工产品安全性能进行测试，其测试结果即CB测试报告和CB测试证书在IECEE各成员国得到相互认可的体系。目的是为了减少由于必须满足不同国家认证 或批准准则而产生的国际贸易壁垒。IECEE 是国际电工委员会电工产品合格测试与认证组织的简称。 An international Scheme is operated by the IECEE, known as the CB Scheme (Mutual Recognition of Test Certificates for Electrical Equipment). Test results, viz. CB Test Certificate and CB Test Report, about the safety performance of certain electrical products and tested on the basis of IEC standards, can be mutually recognized by the National Certification Bodies of IECEE. The Scheme is intended to reduce obstacles to international trade which arise from having to meet different national certification or approval criteria. IEC System for Conformity Testing and Certification of Electrical Equipment, called IECEE for short. 目前，CB体系开展了十四大类的电工产品的测试，测试结果在38个成员国之间是相互认可的，同时，也被很多未参加 CB体系的国家所承认。IECEE-CB体系目前的成员国是： 奥地利、澳大利亚、比利时、加拿大、瑞士、 中国、捷克、德国、丹麦、西班牙、芬兰、法国、英国、希腊、匈牙利、印度、爱尔兰、以色列、意大利、日本、韩国、墨西哥、荷兰、新西兰、挪威、波兰、葡萄 牙、俄罗斯、罗马尼亚、 新加坡、斯洛伐克、斯洛文尼亚、南非、土耳其、 乌克兰、美国、南斯拉夫。 Currently, there are 14 categories of products covered by the CB Scheme (please see following table), the test results can be mutually recognized among 38 member countries, at the same time, can be accepted by other countries out of CB Scheme. CB测试证书和CB测试报告的应用 Taking full advantage of CB certificate and CB test report 1. 可以转换国外认证证书 Transfer to Foreign Certificate： 如果您已经取得CB测试证书和CB测试报告，可以直接申请其它国家的认证证书。被申请国的认证机构对CB测试证书和报告进 行审查，如果审查结果合格，您就可以获得该国认证，而无需按照被申请国的章程和程序规则进行附加测试。 If you have gotten CB Test Certificate and CB Test Report, you can apply for the national certificate of other countries directly. National Certification Body reviews the CB Test Certificate and CB Test Report (including attached report covering national differences, if necessary, a specimen of product is required.) If the result of this examination is favourable, national certification or approval shall be granted by the NCB without additional testing following its own statutes and rules of procedure. 2. 可以转换CCEE认证证书 Transfer to CCEE Certificate： 根据CB测试报告和差异试验出具CCEE产品认证报告，从而获得我国的电工产品CCEE证书。You can get CCEE Certificate of China according to CB Test Report and the test covering national differences. 3. 直接被其他国家认可或批准 Accepted or approved by other countries directly： 凭CE测试证书和CB测试报告，您的产品可以直接出口到某些国家。Your product can be exported to some countries based on CB Test Certificate and CB Test Report. 拥有CB测试证书的优势所在 Advantages of CB Test Certificate 国内企业在申请国外认证之前，如果在国内申请CB测试证书，由于试验是在国内的CB检测试验室进行，不仅在费用上节省很多，而且送 样和文件寄送的周转时间也节省了，国内企业可以尽快取得CB测试证书； 如果企业已经取得CB测试证书，在申请其它国家的认证时，全部或大部分CB测试结果被认可，可免除或减少再送样测试，同样节省了时间和费用；更重要的是， 申请认证的产品在国内做过CB测试，增加了产品通过差异测试的把握性。 Before applying for foreign certificate, if you apply for CB Test Certificate firstly, you shall save much money and time sending samples and mailing documents because the test is done in domestic CB testing laboratories. If you have gotten CB Test Certificate when applying for foreign certificate, all or most CB test results shall be accepted without additional test nearly. At the same time, time and money can be saved also. Because the product applying for certification has been tested according IEC standards, the confidence will be raised. TRON 电子娱乐设备 Electronics, entertainment 申请获得CB测试证书的程序 Procedure for obtaining a CB Test Certificate 申请人可以是制造商或者其代理人/代理机构。申请可以复盖制造该产品的一个或几个国家中的一个或多个工厂。注意：根据申请人将是 CB证书的持有者的规定，如果申请人是制造商的代理人，CB测试证书的持有者将是制造商的代理人。 The applicant may be a manufacturer or act on behalf of a manufacturer. The application may cover one or more factories within one or more countries, where the product will be manufactured. Note: according to the rule the applicant will be the holder of the CB Test Certificate, if the applicant acts on behalf of a manufacturer, the holder of CB Certificate will be the agent of the manufacturer. 申请获得CB测试证书时至少包括下述资料： The application shall contain as a minimum the following information: -申请人的名称和地址； name and address of the applicant; -如果申请人不是制造商，应有制造商的名称和地址； name and address of the manufacturer, if different from the applicant; -制造该产品的一个/多个工厂的名称和地址； names and addresses of the factories where the product will be manufactured; -产品的名称、规格型号和标识； name, mode/type and trade mark of the product; -申请人的注册证明； business registration certificate of the applicant; -产品的技术资料； technical documents of the product (if necessary); -联系人的通讯地址、电话、传真。 address, telephone and fax number of contacting person. 申请人填写电工产品 CB测试证书预申请函。 The applicant will complete "Pre-Application form for the CB Test Certificate" at first. 中国电工产品认证委员会对申请资料进行评审，受理该申请后，申请人将收到正式的CB测试申请书。CB测试申 请书要求用英文填写，一式两份。 China Commission for Conformity Certification of Electrical Equipment (CCEE) review the Pre-application Form. After the application is accepted, the applicant shall receive formal Application Form. This Application Form is required to be filled in English or French. CB测试申请书经CCEE审查合格后，作为CB试验室的GTIHEA将会通知您具体的送样要求。GTIHEA在接到测试样品后，在规定的时间内完 成测试并出具CB测试报告。根据国际组织IECEE的规定，一般可在收到样品的一个月内出具CB报告。 After the application is reviewed by CCEE, GTIHEA as a CB testing laboratory will inform the applicant detailed sampling requirement. GTIHEA will complete the test and CB Test Report within the fixed time after receiving testing samples. According to the rule IECEE, the clients of GTIHEA can get the CB test report within one month. CCEE对CB测试报告及其它申请资料的审核完成后，由秘书长签发CB测试证书。 Secretary General sign and issue CB Test Certificate after the CB Test Report and other application materials have been examined by CCEE.
