GOVERNMENT OF INDIAMINISTRY OF HOME AFFAIRSDIRECTORATE GENERAL ASSAM RIFLES : SHILLONGTENDER NOTICE1.Sealed tenders are hereby invited under two bid system on behalf of the President of the Indian Union from Manufacturers/ authorised Distributors/Dealers and Government Agencies with valid trade licence for supply of Meals Ready to Eat (MsRE) quantity 10,000 packets to Assam Rifles for the year 2010-11. 2.The supply will have to be made at No 1 Maintenance Group Assam Rifles, Dimapur (Nagaland).3.Rates quoted should be FOR No 1 Maintenance Group Assam Rifles, Dimapur (Nagaland) 4.Purchaser:The President of India5.Inspection Authority:ARTC &S, Dimapur (Nagaland)6.Inspecting Officer:The Board of Officers at No 1 Maintenance GroupAssam Rifles, Dimapur (Nagaland)7.Stores required at:No 1 Maintenance Group Assam Rifles, Dimapur (Nagaland)8.TYPE OF TENDER AND SUBMISSION OF TENDER : The tenders will be received upto 1430 hours on 28 Feb 2011 at Directorate General Assam Rifles, Laitkor, Shillong 793 010 in two bid system (Technical bid and Cost bid) as furnished below.(a)FIRST COVER (To contain the following) TECHNICAL BID: - To be opened at 1435 hours on 28 Feb 2011. (i)Tender documents duly completed and signed BUT WITHOUT INDICATING THE RATES QUOTED.(ii)Earnest money.(iii)This tender notice duly signed by the tenderer in all pages and affixed with the firms stamp and date.(iv) Tender form No 117.(v) Photocopy of PAN card of the firm duly attested by First Class Magistrate/Public Notary/Class I Gazetted Officer. (vi)ISI/FPO Certificate (Current).(vii) SAMPLE :-For ascertaining the quality of the product the tender must be accompanied with three samples of the item in commercially available pack alongwith a certificate of analyst report that the samples are examined and conform to the PFA-1955/BIS specification as amended from time to time.Samples once submitted alongwith the tender will not be returned. The successful tenderer will have to supply products of the same quality as per approved samples submitted by the firm for the complete duration of the contract or till completion of the total contracted quantity of the item. Non submission of samples will render the tender technically invalid. (viii)Valid Trading Licence and manufacture licence duly attested by First Class Magistrate/Public Notary/Class I Gazetted Officer.Signature of the tenderer2/-2(ix)In case the tenderer is not a manufacturer, he will have to enclose an agreement made with the manufacture, whose product he wishes to supply, that the manufacturer guarantee to supply the Meals Ready to Eat from his manufacturing plant to the Agent/distributor/dealer/trader conforming to the specification, throughout the period of contract as per the supply orders placed by this Headquarters. . (x)Current Financial stability certificate from nationalised/scheduled bank mentioning the approximate value up to which the tenderer is capable of undertaking contracts.(xi)A Power of attorney (if the tender is not signed by the actual tenderer or the tender is submitted on behalf of a firm) and signature(s) of the signatory(ies) in the tender duly attested by a First Class Magistrate/Public Notary/Class I Gazetted Officer.(xii)Tender fee Rs. 100/- (Rupees One hundred) only. Cost of the tender documents is non refundable. (xiii)An attested copy of passport size photograph of the signatory of the tenderer shall have to be affixed on the tender form(xiv)Lab test report of authorised laboratory. (This is required even if they are registered with DGS&D/NSIC).(b)If a tenderer fails to submit any of the above documents in manner as mentioned in the foregoing paragraphs or in succeeding paragraphs, tender may be termed invalid without any information of the tenderers. Further original of all documents submitted may also be kept ready for verification, if required by the Director General Assam Rifles. (c)SECOND COVER (To contain the following) (Cost Bid) :- To be opened on receipt and after evaluation of technical bid tenders. Date for opening of cost bid tenders will be intimated to the valid tenderers.(i)Detail of rates, taxes, duties, discounts, if any, quoted by the bidder. These details should be submitted on tender form. (ii)All cutting/amendments in the tender must be signed in full by the tenderer else the same may be termed invalid.(c)The above mentioned cover for technical bid documents and cost bid documents should be sealed separately and super scribed with the tender number, stores and date of tender opening. These covers should thereafter, be kept in a third cover and again sealed. The third cover should be super scribed with the stores and date of tender opening.(d)Rates will not be indicated in the Technical Bid and if indicated then the tender will be termed as invalid.(e)Tenderers should quote the rates both in words and in figures in the tender form, failing in any one of which may render the tender invalid.(f)Transparent cello tape should be affixed and tenderers must sign across the tape without masking the figures of the rates quoted by them.(g)Cost bid of only those firms will be considered for tender opening whose technical bids are found in order and also the samples submitted by the tenderers are recommended by the Board of Officers and conform to the required specifications by the Govt/public analyst report.Signature of the tenderer3/-3NOTE(a) Full name and status of the person signing the tender documents must be clearly mentioned in the tender.(b)In case of submission of photocopies of any document the same should be attested by a Class I Gazetted Officer/First Class Magistrate/Public Notary. All attestations should be ink signed only and in original. Original of all documents submitted may also be kept ready for verification, if required by the Director General Assam Rifles. (c)Tenders are to be submitted on printed/cyclostyled tender forms to be obtained only from DIRECTORATE GENERAL ASSAM RIFLES, SHILLONG (MEGHALAYA) or can be downloaded from our website at (f)Tender form obtained by a tenderer for quoting his/her rates for a particular tender notice, if not used for the same shall not be used for any other tender.(g)All documents that are required to be submitted alongwith the tender as mentioned at Para 8 above, must be submitted failing which the tender may be rejected.(h)Department will not be responsible in any way for non receipt of letter/letters due to incomplete address quoted by the tenderer in the tender form or due to any postal delays/strikes/bandhs/natural calamities. Therefore tenderers should clearly indicate the name and place with full address alongwith Telephone/Fax No of the firm and also of the store/godown where the item will be stores and offered for inspection. (j)Tenders received after the stipulated date and time shall not be considered for acceptance(k)Documents submitted alongwith the tender shall not be returned to the tenderer except the earnest money under any circumstances9.EARNEST MONEY : All tenderers must submit Earnest Money . 68,000/- (Rupees sixty eight thousand) only. No firm irrespective of its being a public undertaking or a co-operative or DGS&D registered firm is exempted from submission of earnest money. The earnest money shall be furnished in any of the following forms :-(a)The Govt securities.(b)DAC/FDR/DR from any scheduled/nationalised bank.(c)Bank guarantee given through a scheduled/nationalised bank.10.The earnest money of the successful tenderers will be refunded as soon as the security deposit has been furnished (unless it is used as part of the security deposit). The earnest money in respect of unsuccessful tenderers will be refunded on finalisation of the contract or on expiry of validity of tender whichever is earlier.Signature of the tenderer4/-411.SPECIFICATION :-The products must conform to the PFA-1955/BIS specification as amended from time to time. The samples will be checked and examined by a Board of Officers at Headquarters Director General Assam Rifles and those recommended samples will be sent for testing to Govt/public analyst for ascertaining the conformation to required specifications. Samples rejected by the Board of Officers will be termed as invalid tenders and shall not be processed further. In case sample of any item does not conform to the required specification then the whole tender will be treated as invalid. Samples submitted with the tender will not be returned.13.WARRANTY PERIOD Warranty period of one man meals ready to eat shall be in accordance with the standard warranty clause. The warranty period should not be less than 12 (twelve) months at the time of delivery at Assam Rifles godown.14.PACKING:-(a)Various food stuff and other items of one man meals ready to eat shall initially be packed in individual packs as indicated in each specification.(b)25 gm CTC tea in original trade pouches, 36 gm of sugar in 75 micron polypropylene pouches/polyester laminated pouches and 25 gm of dairy whitener/instant milk mix in original polyester laminated trade pouches of suitable thickness shall be packed together in one suitable size pack consisting of laminate of 45 gm paper/0.02 mm Aluminum foil/37.5 micron LDPE conforming to BIS specification No IS : 10146-1982 or metallised polyester pouches of suitable thickness to keep the individual packs secured.(c)Three packs of Hexamine tablets alongwith one pack containing stove and match box, each duly packed as indicated in respective specifications shall then be packed together in a poly propylene pouch of 300 gm and of suitable size. The pouch shall be hermetically sealed without any leaks or discontinuity.Signature of the tenderer5/-5(d)One pack each of ready to eat Suji halwa, vegetable pulav, peas and mushroom curried, dal makhani, chapaties/paranthas, tea mix as indicated in sub para (c) above and two packs of soft bar alongwith three paper plates, three tissue papers, one stainless steel spoon and one blade shall be packed together in a duplex box of not less then 325 gms of suitable size. Each duplex box and one pack of fuel as indicated in para 4 above shall then be packed together in a high tear, puncture resistant polypouch of olive green/brown colour or a combination thereof, of suitable size, made of linear low density polypropylene polymer (LLDPP) of 150 micron or a combination of LDPE and LLDPE of suitable thickness. Each polypouch shall be provided with a handle and over flap with two buttons or any other such suitable arrangement to close the polypouch properly. (e)Six such polypouches as indicted at sub para (d) above shall be further packed in a 5 ply narrow fluted corrugated fibreboard carton of suitable size made from 1340/140 gms virgin kraft paper or 5 ply 135 gms narrow fluted virgin kraft box 18 BF with a bursting strength 10.5 Kg/sp cm provided with four pairs of rust proof metal stapples at lap joint. The CFCs shall have moisture barrier capabilities.(f)The CFC box shall then be closed with either a gum based tape of width not less than 6.5 cm or adhesive plastic tape of width not less than 5 cm. The CFC shall then be wrapped with 75 micron LDPE and strapped with four rounds of plastic strappings, two in longitudinal direction and two at right angles to it.
