    Chapter 1: BREC Golf Course Rules and Regulations(Approved by the BREC Commission on June 27, 2006)A.General1.The following activities are prohibited on the golf course grounds or facilities, except as approved by the BREC Commission.a. Storage of personal or private property except in designated places as approved by the Golf Course Manager.b. Solicitations of any kind.c. Circulation or posting of handbills, petitions, advertising matter, promotional material, and literature of any kind whatsoever with the exception of golf tournament flyers approved by the Golf Course Manager.d. Selling or giving away of any goods, wares, merchandise, advice, or service.e. Carrying or discharging of any firearm, air gun, sling shot, or fireworks of any kind. Drugs, firearms, knives, or lethal weapons of any kind are strictly prohibited.f. Trespassing on golf course property.g. Fishing, swimming, walking, jogging, bicycling, or picnicking on golf course property. Golf play is the only activity allowed on golf course property. h. Use of any motorized vehicle with the exception of rented BREC golf cars. i. Use of golf course for any purpose other than to play golf in an accepted manner.2.All food and beverage must be purchased from BREC. No outside food and beverage allowed. The only exception to this rule is for doctor documented health reasons i.e. diabetes.3.Throwing trash anywhere on the golf courses is prohibited by the Baton Rouge City-Parish Litter Ordinance.4.It shall be unlawful for any person to loiter, linger, or loaf on the premises of the golf course; and unauthorized persons are not permitted on any facility.5.Dogs, cats, or other animals shall not be brought on the golf course under any circumstances.6.Cars must be parked in designated parking areas only, and overnight parking in lots is prohibited.7.Local law enforcement agencies may be called upon for assistance in enforcing these regulations.8.The following definitions will be used to identify persons allowed on the golf course:Players persons paid, registered in the pro shops, and playing golf.Caddies persons performing the duties of a caddie as defined in the USGA Rules of Golf.Galleries persons, other than players and caddies, allowed on the golf course during a particular event that has been sanctioned by BREC.Spectators persons on the course at time not defined above. Based on concern for safety, speed of play, and liability, spectators are not allowed on the golf course. Exceptions for allowing spectators must be approved by the course manager or his/her designee and meet the following guidelines: 1) Spectator must ride and remain seated in the power golf car at all times; 2) Spectator must receive an “approved spectator” receipt that has been signed and dated by the course manager or his/her designee.Caddies and galleries are part of the tradition of golf and are permitted during events that are sanctioned or approved in advance by the course manager or the owner.B.Dress Code1.Shirts and shoes must be worn in the clubhouses and on golf course property at all times. Mens shirts must have sleeves. At Beaver Creek and Santa Maria shirts must have collars. Mock turtleneck shirts are acceptable attire. 2.Bathing attire, cut-off shorts, short shorts, halter tops, tube tops, tank tops, and similar types of recreational wear are not considered proper dress on any BREC golf course.3.Only non-metal spikes are allowed on all BREC golf courses. Shoes worn on the golf course must be appropriate for golf, as determined by the golf course manager or superintendent.4.This dress code is required for ALL visitors, golfers, employees, committee, and Commission members.C.Golf Play1.United States Golf Association (USGA) Rules of Golf and posted local rules will govern play at all times.2.All players must pay the appropriate fees and be registered with the pro shop before playing any part of the golf course.3.Practicing anywhere on the golf course at any time is prohibited. Players must use the designated areas for practice.4.Junior golfers, under the age of thirteen (13) years, may play on the golf course only when accompanied by an adult. See included junior golf age policy and BREC Lil Chipper Program for further information. 5.Unless prior permission is given by the Golf Course Manager, golfers will tee off only between tee markers.6.Holes must be played in sequence, and a golfer in the wrong fairway must give way to the players playing the proper hole.7.No more than one golfer shall play out of one bag. Each player must have his/her own set of clubs.8.It is the responsibility of each golfer to replace divots, rake and smooth bunkers, and repair ball marks or other damage on greens.9.In the interest of all, players must play without delay, and all groups must keep their place on the course or allow following players to play through.10.No play is permitted on a golf course that has been closed for any reason by the course manager or BREC.11.All players must have a current cash register receipt from the golf course pro shop in their possession during play.12.No more than five players may play together in the same group.13.The golf course manager or BREC reserves the right to cancel playing permits for individuals or organizations using the golf course facilities, if at the time the conditions or situation justify such action.14.Golfers may be refused privileges or they may be removed from the golf course by the manager or his/her designee for:a.Submitting false information for the purpose of securing golf privileges.b.Playing without paying appropriate fees.c.Obvious inability to play golf and to maintain their position on the course.d.Intoxication, disorderly conduct, or other behavior detrimental to the normal orderly operation of the golf course.e.Failure to comply with the existing rules and regulations governing golf play, practice, operations of power or hand carts, personal conduct, or appropriate dress.f.Use of profane language, abusive behavior, or disorderly conduct anywhere on the golf course property shall result in IMMEDIATE REMOVAL from the property. This rule shall be strictly enforced by BREC Golf Staff without exception.D.Electric Golf Cars and Pull Carts1.Specificationsa.Golf carts shall be four-wheel vehicles built by an established golf cart manufacturer to include safety features acceptable to BREC and to other agencies having jurisdiction over public safety.b.Maximum capacity shall be for two persons and two sets of golf clubs.2.Maintenance Requirementsa.Golf carts must be mechanically maintained, as required, to provide safety and reliable operation. They shall be inspected daily, and any unit which is considered unsafe or is in need of maintenance shall not be used until necessary repairs have been made.b.Golf cart exteriors shall be washed daily, interiors shall be cleaned nightly, and upholstery shall be washed, as required, to remove grease and dirt.3.Operationa.No vehicle other than golf carts, electric hand carts, and/or pull carts (except as required for maintenance purposes) shall be permitted on the golf course without permission of the golf course manager.b.The golf course manager or his/her designated representative may restrict or prohibit the use of any type of golf cart when such use would be detrimental to the condition of the golf course.c.The golf course manager may prohibit the use of any cart which is considered unsafe or is in need of maintenance.d.It is the responsibility of the golf professional and/or his staff to ensure that patrons are informed of the rules and regulations governing the use and operation of power carts, electric hand carts, and pull carts. Permanent written instructions should be attached to all power carts.e.Golf carts and hand carts must be operated in accordance with published rules and in a manner designed to protect the golf course, speed up play, and ensure the safety of all players.f.No more than two bags and two riders are permitted on a power cart.g.Golf carts must be driven on cart paths except where otherwise authorized. The 90 degree cart rule shall be in effect at all golf courses unless otherwise posted. When golf carts are restricted to the cart paths after heavy rains all four wheels of the cart must remain on the paths at all times. h.Golf carts must be kept at least 20 yards away from all greens and tees, and at least 10 feet away from sand bunkers when not on a paved cart path or where signage indicates.i.Hand carts must not be taken over aprons, greens, tees, sand traps, or areas between the green and traps surrounding the green.j.When play has reached the green, hand carts must be left at least 20 feet from the side of the green closest to the next tee.k.Carts of any kind should not be driven or pulled through wet or muddy areas or over sprinkler heads.l.The golf course pro shop staffs have been instructed to issue a “flagged” power golf cart to any person with an ADA-recognized or medically documented disability that requests it. Golfers using a flagged golf cart will be permitted to drive their golf cart within 20 feet of the greens, tees, and bunkers unless course conditions prohibit. In some instances after light rain events the golf course manager or his/her designee may allow flagged golf carts to travel in the golf course “rough” areas but not on fairways or near greens even though other carts are restricted to the paths. If the golf courses are too wet or recent maintenance such as overseeding prohibits golf carts to travel onto fairways or near tees and greens the golfer will be asked to return another day when these conditions do not exist. m.Single rider golf carts are available to golfers with ADA-recognized or medically documented disabilities. BRECs two single rider carts are housed at Beaver Creek and Santa Maria. These carts may be transported to any of the other five BREC courses with at least three days notice. If a golfer with a disability requests a single rider cart when making a tee time the golf course manager should notify the Director of Golf to arrange delivery of the single rider cart. Every reasonable effort will be made by the Golf Department to accommodate a single rider cart request. n. Unless course conditions warrant keeping all golf carts on the cart paths or away from greens and tees (overseeding) a golfer with a disability using a single rider cart may drive the cart on tees and greens and in shallow bunkers as needed to enjoy the game of golf.o.Management will be responsible for training their staff regarding the Cart Flagging Policy and the Americans with Disabilities Act (ADA) of 1990 and the American with Disabilities Act Accessibility Guidelines (ADAAG).p.Golf course pro staffs have been instructed to: assist golfers in unloading and loading of golf clubs; assist golfers by carrying their range balls to the driving range; provide assistance in posting golf scores; assist customers at food and beverage service areas; and provide any other customer service which may be appropriate. Management is required to provide sufficient staff and supplies in the pro shop at all times, in order to handle the above-mentioned services and assistance.q.It is the responsibility of every golfer to be familiar with, and to comply with, the rules and regulations covering the use and operation of golf carts. Failure to observe such rules and regulations could result in the denial of golf cart use and/or playing privileges.4.Golf Cart Policya.MINIMUM AGE: 18: Golf carts cannot be rented to anyone or operated by anyone under 18 years old. b.DRIVER'S LICENSE: All cart operators must have a VALID driver's license.c.CART RENTAL FEES: Cart rental fees do not entitle a renter to his/her own cart. They only entitle the renter to the number of carts needed for their group. For example a foursome only requires two golf carts. In special circumstances approved by the manager an extra cart may be rented for the appropriate full cart fee which assumes two riders per cart. For example, at Santa Maria the fee would be $22 for a full cart rental. d.THE OPERATOR IS LIABLE FOR DAMAGE/INJURY. INFORM THE CART RENTER OF THEIR LIABILITY AND RESPONSIBILITY. REFER TO THE STATEMENT ON THE BOTTOM OF EACH RECEIPT.e.CART RENTAL LOG: BREC employees must maintain a cart rental log on the daily play sheet with the following information:* Customer name* BREC cart number * Number of holes* Tee time* Time cart returned5. Private Cart PolicyAs of April 1, 2005 private golf carts are not allowed on any BREC golf course. No exceptions!
