Drawings and documentation of engineering design constitute the main basis for the subsequent stages (procurement, construction, start-up) in the process of project implementation. Design management and control is also of great importance in the whole process of project management. The level of design management and control directly affect the level in control of project progress, cost, quality and material.为了平稳和有效的进行设计工作,EPC单位将组织一个由项目设计经理领导的设计组来完成有关的设计工作。设计工作将由设计单位和设计单位共同进行,EPC单位将充分利用其现有的资源和有经验的人员来支持项目的实施。这些人员将根据需要直接或间接参与工作。为便于信息的交流,设计组将采用相同的软件工具和标准化的方法工作。项目管理组定期监督设计质量体系执行情况。In order to smoothly and effectively carry out the design, EPC单位 will organize a design team led by the project design manager to perform the relevant design work. The designed will carry out together by 设计单位 .EPC单位 will make full use of its existing resources and experienced personnel to support the project implementation. These personnel will directly or indirectly participate in the work as needed. In order to facilitate the information exchange, the design team will do the work with the same software and tools in a standardized way. The advanced IT system will be used in the design and the up-to-date computers used for computing, plotting and data processing will give a support to the design.EPC单位在以往的工程设计中已成熟应用的软件有:工厂设计系统PDS、管道应力分析软件CESAR II、有限元分析软件ANSYS、钢结构计算软件STAAD/PRO、AutoCAD R14/R2000专业绘图软件和各专业自行开发的一批实用设计软件百余套,并且拥有熟练的软件应用人员。Following are the software packages EPC单位 applied maturely in the past engineering designs. In the process of project development, computer software will be used in all design work involved in, for example, xxxx of tank calculation preparation, civil work and structural computation, etc. 1.2设计控制Design ControlEPC单位两个设计部门设计单位和设计单位建立了完善的设计控制程序,从设计策划、设计输入、设计评审、设计验证、设计确认、设计输出到设计变更各个环节,都有相关的工作规定。EPC单位将在由PMC编写的 xx罐区基础工程设计文件及对基础工程设计文件的审查意见的基础上, 展开xx罐区工程EPC单位承担部分的所有详细设计工作。Two design department 设计单位 and 设计单位 in EPC单位 has established the perfect procedures for design control, including specific rules related to different links of the chain from the design planning, design input, design review, design verification, design confirmation, design output to design modification. On the basis of xxt tanks fundamental engineering design document prepared and the examination comments given by PMC to the document, EPC单位 will make all the detailed design for its undertaking part in the xxt tanks project.为了支持施工计划进度的实施,xx罐区工程设计和相关工作的次序需要仔细进行组织调整,以满足xx罐区工程总进度的要求。In order to support the implementation of scheduled construction plan, the sequence for the xxt tanks engineering design and relevant work needs to be carefully organized and adjusted to meet the requirements of general progress in the xxt tank project.1.3设计中的安全和可操作性方面的考虑Considerations of Safety and Operational Ability in the Design在xx罐区工程设计过程中一个重要因素是设计中的安全性。在罐区的设计、施工和操作过程中安全是一个极为重要的考虑因素。 EPC单位将利用丰富的工程经验和多专业审查,将安全纳入到工程设计中。在xx罐区工程设计中,EPC单位将严格执行国家和行业的有关标准,对装置操作期间的安全和健康应给予足够的重视。Safety in design is an important factor in the xxt tanks engineering design process. Safety is an extremely important consideration in the process of plant design, construction and operation. 设计单位 will integrate safety into the engineering design by means of its rich experience in engineering and multi-trade examination. A stringent examination will be given to the drawings and data provided by suppliers concerning the operation requirements and safety conditions. Top priority will be given to safety and health in the design.1.4设计外部接口及相关建议Designed External Interface and Related Suggestions1.4.1与业主的工作接口Interface with the Owner讨论和确认业主、PMC提供的项目设计基础资料、通过参加合同谈判确定项目设计分工范围、工作内容和应采用的标准规范等。To discuss and confirm the basic project design information provided by the Owner and PMC,to define the work division, work contents and the standards and codes to be adopted for the project design through participation in the contract negotiation.1.4.2项目设计组与采购组的工作接口Interface between the design team and procurement team在设计阶段,设计组参加推荐、考察和评选设备制造商的工作,提供长周期制造设备的订货技术资料;参加设备分交会并配合项目采购组开展技术询价,提供编制标书工作所需要的设备材料请购文件。采购组织技术评审,负责催交制造商的返回资料。At the design stage, the design team will participate in the recommendation, investigation, rating and selection of equipment manufacturers and provide technical information for ordering the long-period manufactured equipment. It will also take part in the equipment trade meeting to assist the project procurement team in a coordinate way with technical inquiry and provide the equipment and material purchase requisition necessary for preparing the bidding documentation. The procurement team will organize the technical review and be responsible for urging the delivery of the return information from manufacturers.在详细工程设计阶段, 设计组按设计版次的深度和工程总体网络计划的要求, 向采购组提供订货资料(包括请购单、规格书、数据表、订货用图纸等), 配合采购进行技术评价、合同谈判等工作。采购合同签订时应规定为保证设计进度而必须的设备安装资料的交付时间,以保证设计进度和工程建设总体网络计划的实施。At the detailed engineering design stage, the design team will provide the procurement team with ordering information (including the purchase requisition, specifications, data sheet and drawings for ordering) depending on the number of design revisions and the requirements of general engineering network plan. In addition, it will assist the procurement team in a coordinate way to do the technical evaluation and contract negotiation. When a purchasing contract is concluded, time for delivery of equipment installation information should be defined in order to ensure the project schedule and the implementation of the general network plan in the engineering construction. 在设备制造和施工安装阶段, 设计有责任协助采购处理、 解决与设计有关的工程技术问题。At the equipment manufacturing, construction and installation stage, the design team has the responsibility for assisting the procurement sector to tackle and solve the engineering and technical issues related to the design.1.4.3设计组与施工组的工作接口Interface between Design Team and Construction Team在项目开始实施时,在项目经理的主持下,由计划工程师负责编制项目进度计划中的设计进度与施工进度。由设计组与施工组双方确认其中的关键控制点,各专业分阶段的详细设计图纸的交付时间必须满足合同里程碑和已批准的3级进度计划的要求。When the project begins to be implemented, design schedule and construction schedule shall be prepared by the planning engineer in the project scheduling, under the leadership of the project manager. Both the design team and construction team will confirm the key control points, the time for delivery of detailed design drawings at the sub-stages for different professions must meet the requirements of contract milestone and approved level 3 schedule.项目设计开始时,施工经理参加设计方案及关键设备吊装的研究;项目设计完成后,由施工组组织,设计组派人向EPC单位就设计图纸及有关技术文件进行技术交底;施工经理根据施工需要向项目组提出派遣设计代表计划,项目组按计划组织设计专业人员解决施工中的问题。At the beginning of the project design, the construction manager will participate in the studies on design scheme and lifting of key equipment. After the project design is completed, the construction team will organize and at the same time the design team will assign specific person to give technical briefing to the construction unit in respect of design drawings and relevant technical documents. The construction manager will, as required by the construction, propose a plan to the project team for sending design representatives and the project team will organize the design professionals to deal with the problems in the construction according to the plan. 设计变更,在施工过程中由于非设计原因引起设计变更时,施工经理应征求项目(设计)经理意见,由项目(设计)经理发变更通知单并按规定签署。Design modification: If the design modification is caused by design-irrelative reasons in the construction process, the construction manager should ask for the comments from the project (design) manager who will issue the modifying notification and write down the comments with signature according to the rules.设计组向施工组提供项目的技术资料、设计图纸及文件;设计组在对施工分承包方评价过程中对分承包方的报价作出技术评价意见。The design team will provide the construction team with technical information, design drawings and related documentation of the project and make comments on technical evaluation for the offer of subcontractors in the process of construction subcontractor assessment.1.5设计变更管理Design-change Management 设计变更系指对出版后的施工图的更改。为确保设计更改的必要性、正确性和有效性, 设计变更应经授权人确定, 更改后应形成文件并经校审和批准。设计变更由设计经理负责组织实施。Design modification means the amendment to the published construction drawing. To ensure the necessity, correctness and effectiveness of the design amendment, the design modification must be determined by the authorized person. After being amended, the document should be formulated and be subject to verification and approval. The design manager is responsible for organizing the implementation of design modification. 设计变更原因:更改施工中发现的设计错误,因设计、施工或设备材料供应等变化而引起的设计变更,审议合理化建议并更改设计,安全、法规等要求引起的更改,业主要求引起的更改。Reasons for a design modification include: correction of the design mistake found in construction; amendment resulting from the change in design, construction or supply of equipment and materials; a change from examining a rationalized suggestion and updating the requirements of design, safety or laws and regulations; and a change from the Owners request. EPC单位提出的一般设计更改,是否采纳应由设计经理确定。重大的设计更改,设计经理应报项目经理与业主协商确定。For a general design modification proposed by construction unit, the design manager has the right to decide whether to accept or not. For the major design modification, however, the design manager should report it to the project mana
